WORKSHOP SESSION TIFT COUNTY BOARD OF COMMISSIONERS TUESDAY, JANUARY 2, 2024 The scheduled Workshop Session of the Tift County Board of Commissioners was called to order by Chairman Tony McBrayer on Tuesday, January 2, 2024 at 6:00 pm int the Commissioner's Meeting Room oft the Charles Kent Administration Building. Members oft the Commission present in additionto Chairman McBrayer were Commissioners Paul Webb, Greg Wood, Donnie Hester, Fred "Buck" Rigdon, Stan Stalnaker and Melissa Hughes. Chairman Tony McBrayer ledi in Prayer. PUBLIC COMMENTS: There were none to report. APPOINTMENTS: There were none to report. PUBLICI HEARINGS: 4.1 TC-TA-23-06: Text Amendment for Private Schools (Resolution No. 2024-02) Community Development Services Director Chris Davis stated that staff has reviewed the zoning classifications that allow for a private school compared to those allowed for a public school. Public schools are currently allowed in all zoning districts except CA (Commercial Adult) and private schools are only allowed in GB (General Business) and WLI (Wholesale Light Industrial). Staff has reached out to several counties and have found that public and private schools are allowed in the same zoning classifications in those counties. The Greater Tift County Planning Commission met on December 14, 2023 to consider this amendment and recommends allowing public and private schools in all zoning classifications except CA. ITEMS TO BE DISCUSSED AT REGULAR SESSION, JANUARY 8, 2024 MEETING: 5.1 Ordinance No. 2023-04 = Animal Control, Leash and Tether Requirements = TABLED 11.13.23 and 12.11.23: County Manager. Jim Carter stated staff needs al little more timei to research whether what is being proposed conflicts with any other ordinances the County may have. The Board indicated its desire to place this item on the Regular Agenda. 5.2 LMIG 24- - Approval for Grant Application: Public Works Director Jason. Jordan asked that the Board consider submitting Red Oak Road for the 24 LMIG. County personnel will build up the road and a contractor would pave and install al bridge. Estimated cost is $1,000,000. GDOT will provide $812,278.98 and the remainder will bet funded through SPLOSTV VI. The Board indicated its desire to place this item on the Consent Agenda. 5.3 Tifton Judicial Circuit CSCJ ARPA Grant Funding: County Manager. Jim Carter stated that the Tifton. Judicial Circuit has been awarded a grant in the amount of $351, 8041 to hire personnel and upgrade technology infrastructure within the courtrooms. The allocation of the grant Page 10 of3 WORKSHOP SESSION TIFT COUNTY BOARD OF COMMISSIONERS TUESDAY, JANUARY: 2, 2024 award has been approved as follows: $46,901 designated for an Assistant District Attorney, $23,000 earmarked to hire an investigator for the District Attorney's office and $281,903 allocated to the enhancement and modernization oft technology and evidence presentation systems across the circuit's courtrooms. The technology funding fori the replacement of existing evidence presentation systems and technology will bei in the courtrooms of the Tift County courthouse and the Worth County courthouse. The decision to include these two (2) courthouses is based on a strategic assessment identifying them as having the most pressing need for technology upgrades. The Board indicated its desire to place this item on the Consent Agenda. 5.4 VOCA Grant for Victim Assistance: County Manager. Jim Carter stated that this grant provides partial funding for the Victim Witness Assistance Program. Amount awarded is $130,101. Mr. Carter advised the Board that this amount is less than what was received last year. The Board indicated its desire to place this item on the Consent Agenda. 5.5 Contract with Professional Court Services for Misdemeanor Probation Services for State Court: 5.6 Contract with Professional Court Services for Misdemeanor Probation Services for Superior Court: County Manager. Jim Carter addressed both 5.5 and 5.6 at the same time. Professional Court Services, Inc. has provided probation services for State and Superior Courts for many years. The term of these contracts is. January 1, 2024 to December 31, 2024. The Board indicated its desire to place both items on the Consent Agenda. 5.7 Resolution No. 2024-01, Setting and Publishing of Qualifying Fees: County Clerk Miriam Jordan stated that the County is required to set qualifying fees for county offices that are to bei filled in the upcoming election(s) in 2024. These fees must be set by the Board and published no later than February: 1, 2024. The Board indicated its desire to place this item on the Consent Agenda. 5.8 Alcohol Beverage License Application Submitted by Sandip M Patel for 367 GAI Hwy 125 South: 5.9 Alcohol Beverage License Application Submitted by' Yogeshkumar Patel for 3131 US Hwy 41 5.10 Alcohol Beverage License Application Submitted by Jaimin Patel for 1303 Hwy 82 East: 5.11 Alcohol Beverage License Application Submitted by Nehaben Patel for 5070 GAI Hwy 125 N: South: County Clerk Miriam. Jordan addressed 5.8, 5.9, 5.10 and 5.11 together. All these locations had licenses in 2023 but did not submit their renewals before the Nov. 1 deadline sO they had to start the application process again as a new applicant. COUNTY MANAGER'S COMMENTS: much needed time off during the holidays. COUNTY ATTORNEY'S COMMENTS: There were none to report. COMMISSIONERS COMMENTS: County Manager. Jim Carter: stated that he is grateful forag great staff that allowed him to take some Commissioner Melissa Hughes stated that the Gnat Drop was a success. She thanked Commissioner Rigdon for being a sponsor, Commissioner Hester for singing and the Chairman for doing the Welcome. She stated that volunteers and sponsors are still needed.
