WORKSHOP SESSION TIFT COUNTY BOARD OF COMMISSIONERS TUESDAY, FEBRUARY 6, 2024 The scheduled Workshop: Session of the Tift County Board of Commissioners was called to order by Chairman Tony McBrayer on Tuesday, February 6, 2024 at 6:00 pmi in the Commissioner's Meeting Room of the Charles Kent Administration Building. Members oft the Commission present in addition to Chairman McBrayer were Commissioners Greg Wood, Donnie Hester, Fred' "Buck" Rigdon, Stan Stalnaker and Melissa Hughes. Commissioner Paul Webb was absent. Chairman Tony McBrayer led in Prayer. County Manager. Jim Carter asked that Tifton City! Manager Emily Beeman be added as Item 5.51 for the City's request to amend the Service Delivery Strategy. PUBLIC COMMENTS: There were none to report. APPOINTMENTS: There were none to report. PUBLICI HEARINGS: 4.1 TC-TA-24-01: Petition is being made by Oakridge Properties, LLC, owner, and. Jeremy Campbell, agent, for 12.621 acres located on Oakridge Church Road - Map 0062 Parcel 076. The current zoning is R8M/MHP Rescenta/Manufactured Home Park) andi the requested zoning is WLI (Wholesale Light Industrial) for the purpose ofar manufactured home sales lot Community Development Director Chris Davis stated that the owner and agent have requested to rezone the property at 462 Oakridge Church Road fort the purpose of developing a manufactured home sales lot. The applicants intend to also repair manufactured homes on this lot. The property is currently vacant and situated behind a commercial cleaning business and beside a manufactured home park. The Planning Commission met on January 11, 2024 and recommend approval. No one was present at the meeting to speak against the application. 4.1 TC-ZA-24-02: Petition is being made by Richard Arnett, owner, and. John Hicks, agent, for 2.88 acres located on Ferry Lake Road - Map 0071 Parcel 031. The current zoning is GB (General Business) and the requested zoning is AG (Agriculture) for the purpose of a single family Community Development Director Chris Davis stated that the owner and agent have requested tor rezone the property on Ferry Lake Road for the purpose of building al home and: storage building. The Board indicated its desire to place this item on the Regular Agenda. 5.2 Price for Pressure Washing and Painting the Courthouse: County Manager. Jim Carter stated that three (3) quotes were obtained with Dependable Paint Company being the lowest at $42,500. Work will include labor and material to pressure wash front of building and all concrete, pulling storm windows and prime, glaze and paint wood around windows and reinstall windows. The Board indicated its desire to place this item on the Consent Agenda. 5.3 Bids for GSP Hangar: County Manager. Jim Carter stated that since all the bids received were considerably over the estimated cost of this project, staff is asking for the Board to reject all bids. GSP is looking to include this project int their FY25 budget. The Board indicated its desire to place this item on the Consent Agenda. 5.4 Alcohol Beverage License Application submitted by Chetan Patel for. Jiya and Niya LLCI located at2473 US Highway 82E E, Brookfield: County Clerk Miriam Jordan stated that this owner was required to make application as a new applicant since their renewal was never submitted. The Sheriff has reviewed the application and recommends approval. The Board indicated its desire top place thisi item on the Consent Agenda. 5.5 Tifton City Manager Emily Beeman = Request for SDS Amendment: Tifton City Manager Emily Beeman asked the Commission to considera amending the current Service Delivery Strategy to include 'Housing Revitalization'. This would require DCA's Form 2 and Form 4 be approved by the County, City of Tifton, City ofTy Ty and City of Omega. The City ofTiftoni is applying fora CHIP Grant and CDBG Grant to provide housinga asistance/evtalization. Ms. Beeman distributed a copy ofa a couple ofs structures to be recipients of these grant funds. The County Manager and Ms. Beeman will work together to prepare these forms. EXECUTIVE SESSION: Commissioner Melissa Hughes made a motion to enteri into Executive Session for the purpose of Legal and Personnel. Motion seconded by Commissioner Fred "Buck" Rigdon. Motion carried 6-0 with the Chairman voting. There being no further discussion, the Work Session was adjourned.
