REGULAR SESSION TIFT COUNTY BOARD OF COMMISSIONERS MONDAY, FEBRUARY 12, 2024 (6:00 PM) The scheduled Regular Session of the Tift County Board of Commissioners was called to order by Chairman Tony McBrayer on Monday, February 12, 2024 at 6:00 pm in Room 207 oft the Charles Kent Administration Building. Members of the Commission present in addition to Chairman McBrayer were Commissioners Paul Webb, Greg Wood, Donnie Hester, and Stan Stalnaker. Commissioners Melissa Commissioner Greg Wood offered an invocation and led in the Pledge of Allegiance to the United States Hughes and Fred "Buck" Rigdon were absent. Flag. PUBLIC COMMENTS Christopher Burchell, 2415 Madison Dr, expressed his concerns regarding the City of Tifton's request to amend the Service Delivery Strategy to include housing revitalization. APPOINTMENTS 3.1 Tom Carmichael, Carr, Riggs & Ingram, presented an overview of the FY23 audit. Jeremy Campbell, agent, for 12.621 acres located on Oakridge Church Road - Map 0062 Parcel 076. The current zoningi is R8M/MHP Resoenta/Manufactured Home Park) and the requested zoningi is WLI (Wholesale Light Industrial) for the purpose ofa a manufactured home sales lot Community Development Director Chris Davis stated that the owner and agent have requested tor rezone the property at 462 Oakridge Church Road for the purpose of developinga manufactured home sales lot. The applicants intend to also repair manufactured homes on this lot. AGENDA: 8.1 City ofTifton Request to Amend Service Delivery Strategy - Housing Revitalization: County Manager. Jim Carter stated that the City of Tifton has provided the necessary forms to amend the Service Delivery Strategy toi include housing revitalization. Commissioner Donnie Hester made a motion to approve the amendment. Motion seconded by Commissioner Greg Wood. Motion carried! 5-0 with the Chairman voting. 8.2 Watkins & Associates Addendum - GSP Hangar: County Manager. Jim Carter stated that project engineering and design are complete which has created a shovel-ready project that can be funded in the future. The State still wants to locate an aviation hangar at the Tift County Airport; however, additional funding is not available in the State's FY24 or FY25 budgets. Staffis recommending splitting the engineering and design costs of $133,322.701 based on the initial funding breakdown of 30% Tift County, 30% Development Authority, 20% Airport Authority and 20% State. Commissioner Greg Wood made a motion to approve the Watkins & Associates Addendum for engineering and design work fort the GSP Hangar. Motion seconded by Commissioner Stan Stalnaker. Motion carried 5-0 with the Chairman voting. 8.3 Agreement with John Mobley for Indigent Defense Services in State Court and DUI Court: County Manager. Jim Carter stated that in the past indigent defense services in State Court were provided by the Office of the Circuit Public Defender. Circuit Public Defender John Mobley is no longer with that office. Hei is in private practice. State Court. Judge Herbert Benson wishes to continue using his services fori indigent defense for State Court and DUI court so a new agreement needs to be approved. Terms are the same as the previous agreement. Commissioner Greg Wood made a motion to approve the agreement with. John Mobley for Indigent Defense Services for State Court and DUI Court. Motion seconded by Commissioner Paul Webb. Motion carried 5-0 with the Chairman voting. 8.4 Appointment to the Zoning Board of Appeals: County Clerk Miriam Jordan stated that the term for Matthew' Waldrop will expire this month. Mr. Waldrop has expressed his willingness to serve another five (5) year term. There are no other applications on file. Commissioner Stan Stalnaker made a motion to reappoint Matthew' Waldrop to the Zoning Board of Appeals fora five (5) year term. Motion seconded by Commissioner Paul Webb. Motion carried 5-0 with the Chairman voting. 8.5 Opioid Defendant Bankruptcy: County Attorney Anthony Rowell stated that the County has received notice ofal bankruptcy filing by Endo International. The County is asked to respond via ballot whether to bei included in the claim. Mr. Rowell recommended that the County participate and return the ballot by the February 22, 2024 deadline. Commissioner Greg Wood made a motion to participate in the claim by returning the ballot by the deadline. Motion seconded by Commissioner Paul Webb. Motion carried 5-0 with the Chairman voting. EXECUTIVE SESSION: Commissioner Paul Webb made a motion to enter into Executive Session for the purpose of personnel. Motion was seconded by Commissioner Donnie Hester. Motion carried 5-0 withi the Chairman voting. Commissioner Paul Webb made a motion to adjourn the Executive Session and reconvene the Regular Session. Motion seconded by Commissioner Donnie Hester. Motion carried 5-0 with the Chairman Commissioner Paul Webb made a motion to add the consideration of a pay increase for county employees toi the agenda. Motion seconded by Commissioner Donnie Hester. Motion carried 5-0with Commissioner Paul Webb made a motion to approve a pay increase for county employees to become effective March 1, 2024 as follows: 7% for the sworn deputy sheriffs, sworn detention officers, sworn investigators, emergency medical technicians, E911 communications officers and firefighters and 5%1 for all other county employees (excluding elected officials, grant-funded employees, and those with compensation: set by the State of Georgia); and increase the entry-level pay rate for Deputy Sheriffs, Detention Officers, and Investigators by 10%; and increase the entry-level pay rate for Emergency Medical Technicians, E911 Communications Officers, and Firefighters by 7%.
