REGULAR SESSION TIFT COUNTY BOARD OF COMMISSIONERS MONDAY, MARCH 11, 2024 (6:00 PM) The scheduled Regular Session oft the Tift County Board of Commissioners was called to order by Chairman Tony McBrayer on Monday, March11, 2024 at 6:00 pm in Room 207 oft the Charles Kent Administration Building. Members of the Commission present in addition to Chairman McBrayer were Commissioners Paul Webb, Greg Wood, Donnie Hester, Fred "Buck" Rigdon, Stan Stalnaker and Melissa Commissioner Melissa Hughes offered an invocation and ledi in the Pledge of Allegiance to the United Hughes. States Flag. PUBLIC COMMENTS There were none to report. APPOINTMENTS There were none to report. ITEMSTOBE ADDED TOTHE AGENDA Commissioner Paul Webb made a motion to add the following items to the Regular Agenda: 4.1 Alcohol Beverage License Application submitted by' William PS Schmidbauer for ALDI Inc #141 4.2 Voting Delegate for Consideration of Three (3) Statewide Georgia Opioid Settlement Advisory Commission Members (GOSAC) and Regional Advisory Council Members (RAC) as Item 8.2 Located at 1805 US Hwy 82 West as Item 8.1 Motion was seconded by Commissioner Melissa Hughes. Motion carried 6-0. MINUTES Commissioner Greg Wood made a motion to approve the following minutes: (1) Work Session- = February 6, 2024; (2) Executive Session- - February 6, 2024; (3) Regular Session - February 12, 2024; and (4) Executive Session - February 12, 2024. Motion was seconded by Commissioner Melissa Hughes. Motion carried 6-0. PUBLICI HEARINGS 6.1 TC-ZA-24-03: Petition for a Special Exception to allowi the development of a solar farm on 30.3 acres of a 55.52-acre tract located at 435 Oakridge Church Rd -Tax Map 0061 Parcel 108. The property is zoned WLI (Wholesale Light Industrial) and a solar farm is an allowable by special Community Development Director Chris Davis stated that the owner, David Mullis, and agent, Nick Stein, have requested a special exception to allow the development of 30.3 acres ofa 55.52-acre tract located at 435 Oakridge Church Rd to be used as a solar farm. The propertyi is zoned WLI (Wholesale Light Industrial). Mr. Davis stated that the applicant has supplied all exception int this zoning district. He has included a decommissioning plan, bond and letter from FAA. The Planning Commission met on February 8, 2024 and recommends approval. No one was present at the meeting to speak against the application. County Attorney Anthony Rowell asked the Board of Commissioners if any oft them, personally, a family member or business relationship has any interesti in the property to be considered that needs to be declared SO there will not be any conflict ofi interest. Mr. Rowell asked that the record reflect there were no affirmative responses. County Attorney Anthony Rowell opened the Public Hearing. Nick Stein, 320 N. Highland Ave, Atlanta, GA, spoke in favor of the application. There being no further comments, Mr. Rowell closed the Public Hearing. Commissioner Melissa Hughes made a motion to approve TC-ZA-24-03. AGENDA: 8.1 Alcohol Beverage License Application submitted by William P Schmidbauer for ALDI Inc located at 1805 US Hwy 82 W, Tifton: County Clerk Miriam Jordan: stated that the applicant is requesting a Retail Malt Beverage Package and Retail Wine Package license. The Sheriff has reviewed the application and recommends approval. Commissioner Paul Webb made a motion toa approve the license requested. Motion seconded by Commissioner Melissa Hughes. Motion carried 6-0. 8.2 Voting Delegate for Consideration of Three (3) Statewide Georgia Opioid Settlement Advisory Commission Members (GOSAC) and Regional Advisory Council Members (RAC): County Clerk Miriam. Jordan stated that ACCG is asking that each county appoint a voting delegate to elect the members of both oft these advisory councils. The Regional Meeting will be held on March: 26, 2024 at: 2 pmi in Colquitt County. Commissioner Melissa Hughes made a motion to appoint County Clerk Miriam.
