Stewart County Board of Commissioners  Regular Meeting Minutes May 14, 2024-4:30PM  The Stewart County Board of Commissioners held a Regular Meeting on May 14, 2024. The meeting convened at 4:30 PM at the Stewart County Courthouse with Chairman Joseph B. Williams presiding.  Pledge of Allegiance - in unison Commissioners in attendance: Chairman Joseph B. Williams Vie-Chair Arcola Scott Commissioner Joe Lee Williams Commissioner Thomas Mayo Other Staff in Attendance: Mac Moye, County Manager Carole Stewart, County Clerk Bin Minter, County Attorney  Roll Call  Commissioners not in attendance: Commissioner Tyrone Nelson  Reading and Approval of Minutes - Vice-Chair Arcola Scott moved to approve the April 9, 2024 regular session minutes; seconded by Commissioner Thomas Mayo. All voted in favor and motion  carried.  Public Appearance:  A. Susan Gallagher, CFO and Dr. LaKaren Rickman, New Horizons - Presented the New B. Jim Livingston, Executive Director, RVRC - Presented the 2023 RVRC Annual Report C. Joe Vail, CMS - Reported on the findings for the EMS Center, estimate cost being $360,000 I if dirt emovalreplacement services contracted. Also opened bids for the Hospital Road Resurfacing and Maintenance project. Oxford Construction Company bid $1,558,451.56, Wolford Contracting Company bid $3,503,966.00, and Robinson Paving Co. bid $1,720, D. Nakita Rowell, ComTech = Presented footage from the camera placed at the Red Hill E. Randy Everett, Denham, Edwards, & Foshee = Presented the insurance renewal options for 2024-2025. Vice Chair Arcola Scott moved to stay with the current plan and raise the employee premium to $56 per pay period/ $112 per month; seconded by Commissioner Joe  Horizons Community Health Needs. Assessment.  907.00. dumpsite.  Lee Williams. All voted in favor and motion carried.  Reports:  A. Financial Report - financial reports for April 2024 provided and reviewed.  B. Road Superintendent - Road Superintendent Gene Haynes presented the. April 2024 Road C. Public Safety Director - Public Safety Administrator Greg Stewart presented the April 2024 D. County Attorney - County Attorney Bin Minter provided a report on legal topics pertinent to E. County Manager - County Manager Mac Moye provided his report on topics pertinent to the county for April 9, 2024 = May 14, 2024. Commissioner Joe Lee Williams moved for Oxford Construction to repair a stretch of Brinson Hill Road to finish out the required match for the  Department report. EMS report.  the county for the commission to review.    Omaha project; seconded by Chairman Joseph B. Williams. Chairman Joseph B. Williams, Commissioner Joe Lee Williams, and Commissioner Thomas Mayo voted in favor; Vice Chair Commissioners also agreed to place a Coke machine in the courthouse on the first floor. A. Stewart County Board of Family and Children Services Vacancy - Vice Chair Arcola Scott moved to appoint Willie Staten to the Stewart County Board of Family and Children Services; seconded by Commissioner Joe Lee Williams. All voted in favor and motion carried. B. Stewart County Planning Commission/zoning Board - topic tabled until June 2024 regular  Arcola Scott voted opposed. Motion carried.  Old Business:  meeting. New Business:  A. Courthouse Doors = Commissioner Joe Lee Williams mentioned the condition of the courthouse doors and replacements need to be considered. Estimates for types and prices  were requested.  Commissioner Comments: Commissioner Thomas Mayo none  Commissioner Joe Lee Williams -I'm not on board with the camera at the dumpsters. We should Vice Chair Arcola Scott- Question to the Public Safety Administrator regarding the vehicles to be  possibly eliminate some dumpsites and have Jones do door to door.  housed at the EMS Center.
