MINUTES FORSYTH COUNTY CIVIL SERVICE BOARD REGULAR MEETING AND HEARING THURSDAY, MAY 9, 2024, AT 10:00 A.M. FORSYTH COUNTY PUBLIC SAFETY COMPLEX 3520 Settingdown Road, Cumming, GA 30028 Present: Jerry Bowman, Chairman; Terry Smith, Vice Chairman; John Mullin, Member; Jack Allen, Alternate Member; Richard Neville, Counsel; Kathy Echols, Clerk; Charity Clark, Employment Services Director (via telephone) I. Call Meeting to Order Chairman Bowman called the meeting to order at 10:00 a.m. II. Adoption of Agenda There was a motion by Mr. Smith with a second by Mr. Mullin to adopt the agenda as presented. All were in favor and the motion passed unanimously. III. Adoption of Minutes Regular Meeting - April 11, 2024 There was a motion by Mr. Mullin with a second by Mr. Smith to adopt the minutes as presented. All were in favor and the motion passed unanimously. IV. Items for consideration and discussion: (1) Attorney Updates - Richard Neville, General Counsel/Hearing Officer (2) Administrative Updates - Kathy Echols, Civil Service Board Clerk There were no updates. There were no updates. Employment Services Director (3) Update to Civil Service Rules by the General Assembly of Georgia - Charity Clark, There was discussion on the proposed change to Civil Service Policy 1, Section 2: Applicability. Ms. Echols presented a copy ofthe policy revision as recommended by Ms. Charity Clark to the Civil Service Board that would change the number of appointed positions within the Sheriff's Office from five (5)position to all for not more than two (2) per 100 authorized employees. This revision is reflective of Georgia House Bill 1074 signed by Governor Kemp on May 6, 2024. There was a motion by Mr. Smith with a second by Mr. Mullin to adopt the revision to Civil Service Policy 1, Section 2. All were in favor and the motion passed unanimously. VI.
