CITY OF WALESKA COUNCIL MEETING MINUTES June 3, 2024 Present: Mary Helen Lamb, Mayor Dennis Cochran, Pro Tem Eddie Blackwell, Councilmember Logan Patrick, Councilmember Peter Brown, Councilmember Robyn Smith, City Clerk/Manager Lamar Rogers, Turnipseed Engineers John Meier, City Attorney Absent: Call to Order Kristi Bosch, Councilmember Michael Greene, Councilmember Item 1: Item 2: Item 3: Mayor Mary Helen Lamb called the meeting to order with a quorum present. Pledge of Altgance/mnovation Mayor Lamb led the Pledge to the Flag Margaret Stallings and Catherine Long from Cherokee County to discuss Annexation Itwas presented to the council how annexation works. Mayor asked how we go about annexing the 6 acres on Reinhardt College Pkwy. The partthat was annexed doesn'tcreate an island. That parcel was the mayors aunt and she is surprised it was not already in the city. A building permit has been issued as of date per Margaret Stallings. According to the law, there won't be 100% or 60% SO that leaves us with a referendum. Catherine will check on1 this and get back tou us. Attorney John Meier asked ift there is a stale date? That needs to be checked out. Item 4: Consideration to Approve Regular Council Meeting Minutes May 20, 2024 Mayor Mary Helen Lamb asked for a motion to approve the Regular council minutes for May 20, 2024. A motion was made by Councilmember Brown, seconded by Councilmember Cochran, and approved by all members present. Review and Approve the Water Line and Water Meter Mayor Mary Helen Lamb asked for a motion to approve water line and water meter asements/atceprance Policy. A motion was made by Councilmember Blackwell, seconded by Councilmember Cochran, and approved by all 1st Reading for Resolution 2024-02 for Procurement Requirements Mayor Mary Helen Lamb asked for a motion to approve and move forward with the Resolution 2024-02 Procurement Policy. A motion was made by Councilmember Cochran, seconded by Councilmember Item 5: asement/Atceptance Policy members present. Item 6: Blackwell, and approved by all members present. Item 7: 1st Reading for Resolution 2024-03 policy for Local Small Business Mayor Mary Helen Lamb asked for a motion to approve and move forward with the Resolution 2024-03 policy for Local Small Business Enterprises and Disadvantaged Business Enterprises. A motion was made by Councilmember Blackwell, seconded by Councilmember Enterprises and Disadvantaged Business Enterprises Patrick, and approved by all members present. Item 8: 1st Reading for Resolution 2024-04 Local Drought Response and Water Mayor Mary Helen Lamb asked for a motion to approve and move forward with the 2024-04 Local Drought Response and Water Waste Ordinance. A motion was made by Councilmember Blackwell, seconded by Councilmember Patrick, and approved by all members Waste Ordinance present. Item 9: 1st Reading for Resolution 2024-05 Stormwater Mayor Mary Helen Lamb asked for a motion to approve and move forward with Resolution 2024-05 Stormwater. A motion was made by Councilmember Blackwell, seconded by Councilmember Patrick, and approved by all members present. Item 10: 1st Reading for Resolution 2024-06 Backflow Prevention Mayor Mary Helen Lamb asked for a motion to approve and move forward with Resolution 2024-06 Backflow Prevention. A motion was made by Councilmember Blackwell, seconded by Councilmember Patrick, and approved by all members present. Item 11: Item 12: Five Minute Public Hearing Water System Report Ms. Cantrell inquired again about water at Cantrell Ln. Lamar handed out the price sheet for T. Stanco Inc. to work as a contractor with the City of Waleska in all emergency services for our water system. Mr. Stanco will be present at our next meeting. Item 13: City Manager Report The City Manager informed the council that she is trying to find City Manager talked with Tyler about the service dates, and they strongly suggested we do not change the dates as we will loose one someone to haul the pump station to city hall. month ofbilling.
