STATE OF ALABAMA COUNTY OF GENEVA REGULAR SESSION December 11,2023 The Geneva County Commission met ini regular session on Monday, December 11, 2023, at 9:30 a.m. at the Geneva County Courthouse in Geneva, Alabama. Chairman Seay called the meeting to order and welcomed guests present. Commissioner Wilks opened the meeting with prayer. Chairman Seay led the group in the Pledge of Allegiance. There were no elected officials requesting to make public commènt. There were no citizens requesting to make public comment. Chairman Seay called the roll, and the following members were present: Commissioners Bart Wilks, and Wade Fulford. County Attorney, Phil Eldridge; Engineer, Justin Barfield; Assistant Engineer, Mike Shirah; Revenue Commissioner, Mary Ann Ellison; Solid Waste Director, Dawn Smith and County Administrator, Cindy Williams was also present. JUDGE GENEVA COUNTY, ALABAMA MINUTES OF THE MEETING NEW BUSINESS: 1.A Approve Minutes ofl November 27, 2023. Commissioner Wilks made ai motion to approve the minutes ofNovember 27, 2023. Commissioner Fulford seconded the motion. Vote was 2-0. OLD BUSINESS: 1. Chairman Seay asked the Commissioners to be more proactive in consideration for the replacement appointment ofl Mr. Kevin Ammons to the Southeast Alabama Regional Planning and Development Board. They have requested a replacement be named. 2. The approval oft the 2024 Holiday schedule had been moved to this meeting. Commissioner Wilks made ai motion to include Christmas Eve as a closed day for the Courthouse to the schedule and approve the 2024 Holiday schedule. Commissioner Fulford seconded the motion. Vote was 4-0. STAFF REPORTS: Sheriff: Sheriff Helms was not present. 1 STATE OF ALABAMA COUNTY OF GENEVA REGULAR SESSION 1216 495 December 11,2023 County Administrator: Administrator Williams reported on the sale of Sheriff's department vehicles on Govdeals. The total sale ofthe four vehicles listed was $26,450.00. All monies have been received and all, but one vehicle has been picked up. The Administrator stated that the FY2021 audit was in review and hopefully would be County Engineer: Engineer Barfield stated that they are concluding the list ofr roads for Mr. Barfield was in contact with APHIS regarding the beaver trapping project. They are continuing to trap. They got five on Thurlow Road. They have also been on Bethesda Road. There are several other locations he is asking for assistance with the property Mr. Barfield stated that the Commission had previously agreed to purchase two motor graders and the department had the demo on the motor graders and he has the pricing for the graders. The total for the two graders will be $662,582.62. He has been in contact with three financial institutions for financing options. Interest rates range from 5.4%to 5.7% for three to five-year terms. Chairman Seay stated he and Administrator Williams had spoken about the financing and came to the agreement that we should purchase the motor graders out right and not finance. We do not want to: max out our debt limit. There may be other equipment needs or an Industrial Development project could be presented that the Commission would wish to pursue. Commissioner Wilks asked when the Engineer planned to sell two oft the current motor graders. Mr. Barfield stated they should be receiving the budget numbers from JM Wood Auction ini the next few weeks regarding the sale oft two graders at the spring auction. The new machines have a five-thousand- The Joint County bid for FY 2024 has been approved and will be effective January 1, 2024. Mr. Barfield stated that he has had a purchasing rotation plan on dump trucks for the past several years and the plan has been to purchase two one year and three the following year. He is requesting to continue with this rotation plan with dump trucks. Engineer Barfield has spoken with' TruckWorx, and they only have seventy-seven slots for dump trucks in the entire State in 2024. His request is to purchase two trucks this year and sale two at the auction. The cost on the new trucks will be $230,135.00 each. Ifthe Commission approves the purchase, he can place a purchase order with Truckworx, but the trucks will not be available until summer 2024. Commissioner Wilks made ai motion top purchase two new dump trucks in FY2024 at a cost of $230,135.00 each. Commissioner Fulford seconded the motion. Vote was 2-0. Mr. Barfield stated that last week one of his employees lost their home in a house fire and he wanted to extend his thanks to the Commissioners and employees for their efforts in assisting the employee with clothing, food, and financial support in his time of need. There are some areas that require Chairman Seay presented a quote for completing the inside of the new maintenance shop toi include a firewall for the storage area for the voting machines, and ai restroom. He also had a quote for the old maintenance building to install a divider wall for the Coroners space and an exterior entrance on the side of the building for that area. The total quote for renovation on both buildings is $14,788.80. Commissioner Fulford made ai motion to move forward with the interior completion on both maintenance buildings. Commissioner There was a pre-construction meeting on the Farm Center and Courthouse. The notice to proceed was issued with an effective date ofl December 4, 2023. They have one year to complete the project. The contractor did indicate they would begin with the Farm Center. Revenue Commissioner: Ms. Ellison stated her department is busy with property tax collections. In addition to the busy tax collection season her department is also ina a 18, 2023. touch-up and those will be completed this week. Wilks seconded the motion. Vote was 2-0. The next meeting will be January 4, 2024 at 10:00 am. seven-year audit process. EMA Director: Mr. Smith was not present. Solid Waste Director: Mrs. Smith stated that the garbage truck she had listed on Govdeals sold for $78,000.00. Her intent is to take the net proceeds and apply that to the outstanding balance on her current trucks. She said that International is not accepting orders at this time on new trucks sO she is uncertain ifs she will be able to order any new trucks this year for the rotation plan. E-911: Not present. Commissioner's: Commissioner Wilks reminded everyone about the Christmas lunch Commissioner Fulford asked to verify that the City of Samson had replied regarding the American Rescue Plan Funds for the Samson Rescue Department. Administrator Williams replied that yes, they had replied with acceptance oft the funds, and she had spoken to the clerk regarding the process for the submittal ofr request for the funds each Commissioner Fulford made a motion to adjourn.
