Commissioner Spivey opened the meeting with prayer. Chairman Seay led the group in 2024, at 9:30. a.m. at the Geneva County Courthouse in Geneva, Alabama. the Pledge of Allegiance. There were no elected officials requesting to make public comment. There were no citizens requesting to make public comment. Chairman Seay called the roll, and the following members were present: Commissioners Weston Spivey, Todd Brannon, Bart Wilks, and Wade Fulford. County Attorney, Phil Eldridge; Assistant Engineer, Mike Shirah; Sheriff, Tony Helms; Revenue Commissioner, Mary Ann Ellison; Solid Waste Director, Dawn Smith and County Administrator, Cindy Williams was also present. The following business was transacted: MINUTES OF THE MEETING NEW BUSINESS: 1.A Approve Minutes of March 11, 2024. Commissioner Brannon made a motion to approve the minutes of March 11, 2024. Commissioner Spivey seconded the motion. 2. Board Appointments - Commissioner Wilks made ai motion to appoint Mr. Paul Rose to the Southeast Alabama Regional Planning and Development Board. Commissioner 3. Farm Center - The most recent update on the project at the Farm Center from the AOC meeting last Thursday are that they have discovered a few change orders that will be necessary, however they should fall under the contingency amount, and it would not require an additional amount to the project. Since contingency monies are being used for the change orders it will require approval. These change orders will be presented at one time. One oft the changes is the floor drains in both bathrooms. During demo it was discovered there were old cast iron pipes that need to be replaced to avoid problems in the future. Commissioner Spivey inquired about how the contractor was doing with the timetable. Chairman Seay stated that the project, which included the Farm Center, and the Courthouse has one year for completion. They started with the Farm Center since it was the smaller project and demolition is complete and they are beginning the remodel, Vote was 4-0 Fulford seconded the motion. Vote was 4-0. starting with the exterior. I STATE OF ALABAMA COUNTY OF GENEVA OLD BUSINESS: REGULAR SESSION March 25, 2024 Bids for aluminized corrugated metal pipe were opened March 13, 2024. Four bids were received, Twin Oaks Environmental $199,338.07; Gulf Atlantic - No Bid; Contech- $229,601.70; and Empire - $212,683.01. Commissioner Fulford made a motion to accept the low bid for aluminized corrugated metal pipe in the amount of$199,338.07 from Twin Oaks Environmental. Commissioner Brannon seconded the motion. Vote was 4-0. STAFF REPORTS: Sheriff: Sheriff Helms stated that one oft the investigators in the department is leaving to take aj job with the State at Wallace College. He also had a deputy submit his resignation this morning. The transport truck for the. Jail was wrecked last week while taking a transport. The insurance company is coming out today to assess the vehicle. He has reached out to the cities about partnering with the County for the software to unlock cell phones. Geneva Police Department is the only one: interested at this time. County Administrator: Administrator Williams distributed information on the Inmate medical cost. In October 2021, the County hired a Jail Nurse and in 2022 contracted with Dr. John Simmons for Inmate medical care. This has helped to reduce costs for inmate County Engineer: Assistant Engineer Mike Shirah presented on behalfof] Engineer Barfield. He distributed an Agreement for the Accommodation of] Facilities on Public Right-of-Way. Attorney Eldridge stated that Engineer Barfield had sent it to him Thursday afternoon and he had made a few revisions to the agreement toi include a clause which states ini the routine maintenance of the County roadway and right-of-way the County would not be responsible for damages to the facilities by our workers. He also added that it would be binding to the current company and their successors and assigns. This is due to an incident last year where the company that took over from Centurytel had billed the County for damage to a line that was on the County right of way. The County has allowed these companies toj place lines on the right-of-way at no charge. Commissioner Fulford asked ift this would be for new permits issued or companies already under permit. Mr. Shirah stated that the plan is to have all current companies sign anew agreement. Commissioner Spivey stated that hel had spoken with Big Bend in Slocomb, and they stated Geneva County is the only County they do not have toj provide abond. Commissioner Spivey made a motion to adopt the new Agreement for the Accommodation ofl Facilities on Public Right-of Way with the additions by Attorney Eldridge. Commissioner Brannon seconded the motion. Vote was 4-0. Mr. Shirah presented aj progress report from CDG Engineering on the three FEMA bridge replacements. The surveys have been complete on all three bridges. The herbicide spraying is two-thirds complete. It should take another two to three weeks The old sign at the Industrial Park has been removed. They still must go back and level The dump trucks and motor graders sold at JM Wood Auction. The Engineer was pleased medical. for completion, weather permitting. the area. with results from the sale. 2 STATE OF ALABAMA COUNTY OF GENEVA REGULAR SESSION March 25, 2024 Several roads were closed after the last rain event. Dundee Road, McDougal Street, and County Road 10 have all been repaired. The shoulder on County Road 42 remains closed. There is a potential for some. Emergency Repair monies for the project on County Road 10 (Alford Road). This was a $30,000.00 project. Ify you get in on the first 270-day period, you get it covered at 100%. Ifiti is outside that window, it is an 80/20 cost share. The Engineer would like to place an order for four new dump trucks. He has a vendor that is accepting orders. This would not lock the County into aj purchase, it is strictly placing an order. Commissioner Wilks made ai motion to allow Engineer Barfield toj place an order: for four new dump trucks. Commissioner Brannon seconded the motion. Vote Commissioner Fulford requested that the Road and Bridge department clean up after the Mower Max because there is al lot of debris on the right-of-way and in citizens yards. County Attorney: Attorney Eldridge stated that Administrator Williams had given him the finance paperwork from Trustmark Bank for the two new Kenworth dump trucks. The total financed is $461,470.00 for the trucks and Ox Bodies. This is on a: five-year note at 5.3% with yearly payments of $107,473.45. Mr. Eldridge must complete the IRS forms and certificate and an opinion letter. He explained the Commission would need to doa motion to approve the lease with an option purchase with Trustmark and allow Chairman Seay to sign the necessary paperwork for the financing. Commissioner Brannon made a motion to approve the financing agreement with Trustmark Bank for the purchase oftwo 2025 Kenworth dump trucks and to authorize the Chairman to sign all the necessary paperwork. Commissioner Wilks seconded the motion. Vote was 4-0. Commission Chairman: Chairman Seay stated there will be an AOC meeting this was 4-0. Thursday at 10:00 for the Farm Center project. Revenue Commissioner: Ms. Ellison had nothing to report. EMA Director: Mr. Smith was not present. Solid Waste Director: Mrs. Smith stated that the lease was about out on the two trucks purchased a few years ago. They are checking to seei ift the lease can be renewed ori ifwe must pay out the balance. Currently, she is unable to find any new trucks to purchase. She has purchased the extended warranty for the two trucks tol help cover maintenance expenses. The motor needs to be replaced in the oldest truck in the fleet which will be at The rates for the Solid Waste Authority will be increasing in January. They could Mrs. Smith asked the Commission ift they had decided to have Free Landfill Day this year. It is usually held the weekend before the River Festival which would be April 19- 20.Last year it was held only on Friday due to lack ofworkers for the weigh station. The Road & Bridge department will check with the Solid Waste Authority to see ifthey will acost of $38,000.00. increase by as much as ten percent. have someone available for Saturday, April 20th. E-911: Mr. Williams was not present. 3 STATE OF ALABAMA COUNTY OF GENEVA REGULAR SESSION March 25, 2024 Auburn Extension: Ms. Marks stated that on March 12, 2024 they held Ag Day which involves the third graders from the County. The Beef. Assurance meeting was also held that week at the. Johnny Hughes Center in Hartford. Ms. Marks stated the extension office had received a grant to educate citizens on natural disasters, focusing on insuring Senior Adults are properly prepared for any disasters. The Extension office has an opening fora Financial Resource Manager, which closes April 16, 2024. Classroom Forest class will be held April 29 -3 30, 2024 at the State Park. The Groundwater Festival will be held May 16, 2024 at Landmark Park. Ms. Mary Kilpatrick was introduced as the newly hired 4-H Agent. The 4-H agent will no longer be a shared position between Coffee and Geneva Counties but will be strictly for Geneva County. Ms. Nancy Alexander, 4-H Extension Commissioner's: Commissioner Fulford stated he had been contacted by Mr. Ryan McKenzie who has purchased property at the intersection of State Highway 52 and County Road 54. The Road & Bridge department parks equipment on this property when not in use. Mr. McKenzie's plan ist to develop the property and he is requesting that the Commissioner Spivey made a motion to adjourn.
