STATE OF ALABAMA COUNTY OF GENEVA REGULAR SESSION April 23, 2024 The Geneva County Commission met in regular session on Tuesday, April 23 Chairman Seay called the meeting to order and welcomed guests present. Commissioner Wilks opened the meeting with prayer. Chairman Seay led the group in 2024, at 9:30 a.m. at the Geneva County Courthouse in Geneva, Alabama. the Pledge of Allegiance. There were: no elected officials requesting to make public comment. There were: no citizens requesting to make public comment. Chairman Seay called the roll, and the following members were present: Commissioners Todd Brannon, Bart Wilks, and Wade Fulford. County Attorney, Phil Eldridge; Engineer, Justin Barfield; Sheriff, Tony Helms; EMA Director, Brian Smith; Revenue Commissioner, Mary Ann Ellison; and County Administrator, Cindy Williams was also present. The following business was transacted: MINUTES OF THE MEETING NEW BUSINESS: 1. Approve Minutes of April 8, 2024. Commissioner Wilks made a motion to approve the minutes of April 8, 2024. Commissioner Fulford seconded the motion. Vote was 3-0. He was able to obtain a quote from Johnson Mobile Home movers for $2,800.00 which is lower than the estimated cost from Chairman Seay had asked at the last meeting for request for American Rescue Plan funds remaining after the current projects are complete. The Sheriffis making a request to purchase more vehicles for his department. Donahoo Chevrolet has three Tahoe's on1 the lot at a cost of $49,000 each and to outfit them will be an additional $12,000.00. Donahoo also has Chevrolet Silverado pick-up trucks at a cost of $52,000.00. Stivers Ford/Dodge has Ford Explorers at a cost of $44,000.00 and Dodge Durango pick-up trucks for last meeting. $49,000.00. 1 STATE OF ALABAMA COUNTY OF GENEVA REGULAR SESSION April 23, 2024 The cargo van used at the Jail for transporting groceries is nearing its life expectancy. If there is money in the American Rescue Plan funds that can be used for that he is adding that to his wish list. Ifnot, he will need to add that to the budget for next year. County Administrator: Administrator Williams stated she had sent out the rebid information for the digitization of records in the Probate Office and posted it in the One more letter of representation has been received for the accident on March 14, 2024 that the. Jail transport vehicle was involved in. That makes a total of four. Mrs. Williams explained to the Commission that there is a problem collecting time sheets for payroll. The department is on a deadline to complete payroll and get it to thel bank for direct deposits. They would like permission to not pay someone ifa timesheet is not submitted because ifiti is not submitted that says the employee did not work or pay the base pay ifat time sheet is not received. Commissioner Fulford asked what kind of timesheet the County has, and Mrs. Williams stated we still have handwritten time sheets. Commissioner Fulford also said ifai timesheet is not received, he felt the same way, that meant an employee did not work and therefore a pay check should not be processed. Commissioner Brannon made a motion allowing the payroll department to send out notice to all departments regarding timely receipt of timesheets and that ifa timesheet is not received it is assumed the employee did not work and therefore will not receive pay. County Engineer: Engineer Barfield provided a copy ofa bond for Elite Communications, the utility contractor for the internet provider. This will assist with any future damages caused to roadways. He was told a check was in the mail for the $20,500.00 in damages caused to County Road 99. This process of laying the cable is and will continue to cause issues with the roads until it is completed over the next couple of years. It takes a couple of rains and blading'st to get the trenches worked out oft the dirt Since the last meeting eight driveways were installed by the County and two by private GTech is conducting a two-day skid day school and two-day mini excavator school at the Free day at the Landfill had eleven customers, six of the eleven customers had C&D debris which was chargeable loads. The total tonnage for the day was 3.09. The City of Projects continue on Pea River Road, including two cross drain replacements, a driveway The Engineer stated he received a quote to replace brakes on one oft the backhoes for $8,000.00. This is an old backhoe purchased in 20101 that is probably not worth $20,000.00. He would like to put in his request for American Rescue Plan funds for new At the last Commission meeting Commissioner Wilks asked about speed limits ini the Eunola and Bellwood communities. Looking at speed limits from ALEA and Federal Highway Administration speed limits ini residential areas should be posted at 25 miles per Courthouse. Commissioner Wilks seconded the motion. One road in Bellwood is posted at 45 miles per hour but it isi in ai residential area and neighbors have complained. Paved County roads are 45 miles per hour unless posted otherwise and dirt roads are 35 miles per hour. After discussion, the Engineer will put together ai recommended plan to present at the next Commission meeting. Commissioner Fulford asked ift the beaver trapper was still working in the area. Mr. Barfield said he is still working some, but he has not heard from him lately. All Chairman Seay said he had received ai request for some lime rock or aggregate on Camp Victory Road. Engineer Barfield stated that road is a sandy road which gets washboarding and it will need some clay hauled in capped off and some rock placed on the road. The Engineer said they would check out the road to see what is needed before County Attornev: Attorney Eldridge stated that at the last Commission meeting the Commission had asked him to research placing no parking signs on County Road right of ways. He presented several statutes to the Commissioners for their information. The statutes were from the Public Roads, Bridges and Ferries section 23-1-80 County commissions, authority generally; 23-1-95 Local Laws; 32-5A-137 Stopping, standing, or parking prohibited in specified places, and 32-5A-8 Violations as misdemeanor; penalties. Mr. Eldridge stated the problem he sees is that this issue is due to one incident and these statutes concern safe travel on the county roads. He checked Houston, Baldwin, Jefferson, Shelby, Mobile and Montgomery Counties and could not find that any oft them has any parking regulations. He did prepare a regulation in case the Commission did want to adopt one. The County does have some legislative powers but, in his opinion, it will be best to have the Town ofl Malvern enact an ordinance. Engineer Barfield stated that his department does have what is called the clear zone which is the first eight feet offt the edge oft the roadway that they can enforce and have enforced in the past. Commission Chairman: Chairman Seay stated he received an email last week that the Rebuild Alabama four-lane project on State Highway 52 is slated to begin April 22, 2024. The completion for the Farm Center project has an estimated completion date oft the first week of. July. Once it is complete, they will begin on the Courthouse. The Growing Alabama Tax Credit project at the Industrial Park is complete. Revenue Commissioner: Ms. Ellison had nothing new to report. EMA Director: Mr. Smith had nothing new to report. Solid Waste Director: Mrs. Smith was not present. E-911: Mr. Williams was not present. Auburn Extension: Ms. Marks was not present. Commissioner's: Commissioners had nothing new to report.
