Alabama St Demorest, GA. 30535 ATTENDEES: Shawn Allen, Councilman Donnie Bennett, Councilman Jerry Harkness, Mayor Jimmy Davis, Councilman Andrew Ferguson, Councilman Megan Chastain, City Clerk Thomas Mitchell, City Attorney Mark Musselwhite, City Manager The May 7, 2024 Work Session was held in the Demorest Municipal Conference Center located at 250 Alabama Street. 1. INVOCATION Mayor Harkness opened the meeting by leading in prayer. 2. CALLTO ORDER Mayor Harkness called the meeting to order at 6:00 p.m. 3. CONSIDERATION OF CEMETERY ORDINANCE (2nd READING) Mr. Musselwhite and Mr. Mitchell presented a cemetery ordinance with the minor changes that were discussed last month. After a short discussion, multiple questions were asked and addressed. Mayor Harkness requested to strike the last sentence on section 27-11 on page 7 and to strike section 27-10 (a) on page 7. 4. DISCUSSION OF RECOMMENDATION FOR HISTORIC PRESERVATION COMMISSION Mayor Harkness announced that City Hall is accepting applications for the Historic Preservation Commission. 5. DISCUSSION OF REVISION OF LICENSE FEE ORDINANCE - INSURANCE COMPANIES Mr. Musselwhite explained that this feei is an annual fee that is collected through thei insurance commissioner's office. Musselwhite announced that all business within the cityl limits currently send in $25 but that we would bei increasing our feet to $40 dollars in. January of 2025 but it will not be effective until the year of 2026. 1/Page 6. DISCUSSION OF MEDICAL FIRST RESPONDERS During the February meeting, we learned that for our firefighters to administer instant glucose or oxygen, the city would have to staff the fire station with a certified EMT 24 hours a day, 7 days a week. Chief Scheuerer is requesting Mayor and Councils direction. The initial startup breakdown to be a licensed medical first responder agency is as follows: The inventory cost for the equipment is around $7500 plus an annual fee of $2500 ini inventory supplies. The county does not havei the supplies needed on the list. We would be required to hire al local medical director. The Mayor and Council agreed to allow Chief Schuerer to continue to obtain more information and costs related. 7. DISCUSSION OF SPECIAL EVENTS COMMITTEE Councilman Ferguson would like to start a special events committee. Mayor Harkness would like to see the committee teamed up with DDA. Mr. Musselwhite advised that DDA meets tomorrow at 4:30PM. 8. CONSIDERATION OF BUILDING REGULATIONS CODE UPDATE Mr. Musselwhite explained that Chief Schuerer is acting as Fire Chief/Code Enforcement and currently the ordinance doesn't allow him to enforce the code. The ordinance now only allows the police and building code official to enforce code. The ordinance presented allows the code enforcement officeri to enforce. This is at first reading. 9. DISCUSSION OF BUSINESS LICENSE ORDINANCE Mr. Musselwhite explained that this ordinance is to update the current business licenses ordinance we have. The current ordinance is very short and does not cover all aspects. 10.HYDRANT METER ORDINANCE Mr. Musselwhite explained that this ordinance ist to help prevent the stealing of water. He indicated that he also presented the ordinance to the County Manager. 11.CONSIDERATION OF MOTION TO ENTER INTO EXECUTIVE SESSION (if needed) Amotion was made by Councilman Davis and was seconded by Councilman Ferguson to adjourn and reconvene in Executive Session for the purpose of discussion of personnel and potential litigation. This portion of the Work Session adjourned at 6:35 p.m. 2Page A motion was made by Councilman Allen and was seconded by Councilman Davis to come out of Executive Session and reconvene in Work Session.
