He also noted that we: sent 5-10R RFQ's twice with no responders the first time and Council member Green (place3) made the following motion: approval of Resolution No. 2023- Council member Green (place 3) rescinded his current motion and made the following  with this company being the only responder the second time.  02-28-006.  motion: approval of Resolution No. 2023-03-09-001. Second by: Council member Richardson (place 1) Motion passed by all present  Approval of Resolution No. 2023-03-09-003, A RESOLUTION OF THE CITY COUNCIL OF KEMPNER, TEXAS AUTHORIZING CITY REPRESENTATIVES IN MATTERS PERTAINING1 TO THE CITYSPARTICIPATION IN THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT Discussion: The City Manager explained this resolution will allow him as the City Manager to make the decisions on the block grant. He stated that we would need to make a decision. soon on what streets we will repair. The mayor advised him and the council that he will need to provide the recommendations, for which: streets we will be choosing. for this grant at the next Council member Combs (place 2) made the following motion: approval of Resolution No.  PROGRAM.  council meeting. 2023-03-09-003. Second by: Council Member Green (place 3) Motion passed by all present NON-ACTION ITEMS A. Staff Comments- None  4.  B. Mayor/Council Comments- Mayor Wilkerson states that there was an email provided to the council from a citizen thanking the city for responding to his complaint and repairing the potholes. The mayor also. stated the reason for the delay in the repair was because we had to order the material and wait for it to come in.
