CITY OF TODD MISSION REGULAR COUNCIL MEETING Meeting Minutes Call to Order City Manager Neal Wendele called to order the meeting of the Todd Mission City Council at 2:05 pm on January 11, 2024, at City Hall 21718 FM 1774, Todd Mission, TX. Meeting was open to the public & via zoom. Roll Call The following people were present: Council Member Stephen Mensing Council Member Heather Moon-Whinnery Council Member Brett Bratcher Council Member Mike Eubank Council Member Tim James City Manager Neal Wendele City Secretary Julie Lunsford Chief Ryan Rutledge Certification of a Quorum: Five of the Five Council Members were present. CONSIDERATION = APPROVAL OF MINUTES Consideration and possible action to approve the meeting minutes December 14,2023. Council member Moon-Whinnery makes a motion to approve. Council member Bratcher 2nd. Unanimous. -Police Report- Chief Rutledge gives police report 12-07-23to 1-07-2024. Rutledge reports 9 calls for service, 6 agency assists, 8 total stops. * Please see attachment* -Fire Department Report calls for service - No report today. Administration Report - City Manager-Neal Wendele Water Update- Current leadership of Mill Creek Water does not wish to move forward until they are bonded. CDBG Projects/ Grants- Closing out Woodside and Sutton. FOR DISCUSSION. AND NO ACTION- Update from Commissioner David Tullos. Tullos speaks on expanding communication between the county and the municipalities and expanding communication between Plantersville and Todd Mission. Tullos reviews the 2023 highlights completed within the county. Tullos asks council for any desired project recommendations. Council lists drainage on CR: 302, speed limit from 55 to 65 near Wade Rd., more county clean-up days, lighting at HWY249 and coordinate meeting between cities and TXDOT, ambulance station near Todd Mission, accepting Oak Forest intoi inventory. FOR CONSIDERATION, AND POSSIBLE. ACTION- - Discussion of new City Attorney. Philip Boedeker introduces himself as he will be working for the city as Art Pertile will likely not be returning as cityattorney due to health issues. FOR CONSIDERATION, AND POSSIBLE. ACTION- Todd Mission Police Department 2023 Racial Profiling Report. Chief Rutledge guides council through 2023 reports. Council member Bratcher makes a motion to approve. Council member Eubanks 2nd. Unanimous. FOR CONSIDERATION, AND POSSIBLE ACTION- Discuss and approve - A resolution adopting a policy to permit the City to contract with an Out-of-City depository and approve Prosperity Bank as the City's depository bank for the fiscal year of 2024. Council member James makes a motion to approve. Council member Bratcher 2nd. Unanimous. FOR CONSIDERATION, AND POSSIBLE. ACTION- Discuss and approve/authorize the Navasota Examiner as the official newspaper for the fiscal year of 2024. Council member Moon-Whinnery makes a motion to approve. Council member Eubanks 2nd. Unanimous. FOR CONSIDERATION AND POSSIBLE. ACTION- Discuss and approve/authorize the investment policy for the fiscal year of 2024 with no changes from 2023. Council member James makes a motion to approve. Council member Heather-Moon Whinnery 2nd. Unanimous. FOR CONSIDERATION AND POSSIBLE ACTION- Proposed Budget for Fiscal Year 2024. Wendele guides council through proposed budget. Council adds $35,000 line item for Helipad & parking. Council member Mensing makes a motion to approve proposed 2024 budget with addition of the added line item for helipad and parking. Council member Eubanks 2nd.
