MINUTES OF A REGULAR SESSION AND WORK SESSION COUNCIL MEETING, TUESDAY, APRIL 9, 2024 AT 6:00 P.M. IN THE LAÇY LAKEVIEW CITY COUNCIL CHAMBERS LOCATED AT LACY LAKEVIEW CITY HALL, 501 E. CRAVEN, LACY LAKEVIEW, TEXAS. Work Session: 1. The meeting of the Lacy Lakeview City Council was called to order by Mayor Payne at 6:05 p.m. Roll Call. 2. Presentation of possible project(s) for the American Rescue Plan Act funding. There was nothing new to report at this time. 4. 4. Staff Reports: Q&A Council Member Lee spoke about the Fire Department. Mayor Payne asked where the city stands on the Boy Scout house. City Manager, Calvin Hodde stated that it will be worked in the Parks upcoming Discussion of various add on trash services as presented by Waste City Manager, Calvin Hodde presented information for the citizens and Council Budget. 5. Management for the City ofL Lacy Lakeview. regarding additions to the Waste Management services. Recess Work Session to Convene Regular Session 1 Regular Session was called to order at 6:20 p.m. 6. Mayor's Report. Town Hall Meeting. Council Member's Input. Mayor Payne spoke about events with the Lacy Lakeview Chamber and the next 7. Council Member Lee spoke about the community, Kickin it with the Chief, the Fire Department Easter egg hunt and city employees. 8. Public Comment. Henry Bush from 613 Ave H spoke about the firing of Police Chief Barnett. Ralph Morales from 604 N. Rita spoke about signs for speed, the number of cars allowed per family at homes and the lighting at the Veteran's Park. Paul Luedke from 502 N. Oak spoke about recycling. Shapae Redrick spoke in support of Chief Barnett. 9. Approval of the Minutes from the City Council Sessions held on March 12, 2024, and City Council Town Hall Session held on March 26, 2024. Council Member Olvera moved to approve the Minutes from the City Council Session held on March 12, 2024, and City Council Town Hall Session held on March 26, 2024. Council Member Lee seconded. All council members present voted in favor; motion carried. from part time to full time. Mr. Hodde explained this to Council. Mayor Pro Tem Wilson asked about training. Mayor Payne asked about salary (budgeted). 10. Discussion and consideration of action to take the Fire Administrator role Council Member Olvera moved to approve action to take the Fire Administrator role from part time to full time. Council Member Bundrant seconded. Six (6) council members present voted in favor and One (1), Mayor Payne voted against; motion carried. 2 11. Discussion and consideration of action to cancel the second regularly scheduled Council meeting for April 2024. Council Member Olvera made a motion to cancel the second regularly scheduled Council meeting for April 2024 and have a Town Hall Meeting on the same day, April 23, 2024. Council Member Lee seconded. All council members present voted in favor; motion carried. Recessed to Executive Session at 6:49 pm. Upon the specific request of Jeron Barnett, made to the mayor, the Executive Session was held in open session. 5-minute recess at 8:08 pm and returned at 8:13 pm. 12.
