March 20, 2023 Hawley Borough Council Special Meeting Present: President Rojas, Vice President Faubel, Council members: Dougherty, Herzog, Mead, Monaghan There were no members of the public present. Meeting was called to order at 6:00 by President Rojas. The purpose of the meeting was to review bids for the renovation oft the Bingham Park Band Stand One bid was received from D&M Construction Unlimited Inc. Dalton PA. The amount of the bid was $154,000. The company was found to be acceptable by borough engineers, Reilly Associates. Discussion: The bid was more than double the grant received and Mrs. Rojas present several options for consideration. Option 1: reduce the scope of the project to a cost of $85,000. Option 3: ADA change order to access funds Welwood Ave block grant Option 2: "fund harvesting" Option 1: Options to reduce the scope were reviewed and determination was that this was not a viable option since too many key elements would be eliminated. Option 2: Funding Sources: A. County ARP funds allocated to the borough: $15,000 B. Borough ARP funds: $35,000 :. Grant funds received: $70,000 . Total $132,000 with a shortfall of $22,000 D. Inl kind from borough: $12,000 (had previously been approved) Options for the shortfall: $20,000 received from Aqua that was being put towards lower Church St paving (paving could be funded by PLIGIT); Park and Rec contribution of $2,000 no more than $5,000; Fundraising effort. General agreement was that use all funds received from Aqua were ideal. Option 3: This option was discussed in relation to ARC funding of the wheelchair lift at the bandstand and transfer of block grant monies. The timing would not work with the installation oft the lift and not Motion made by Mrs. Monaghan second by Ms Herzog to Accept the bid of $154,000 as presented by considered the best option but could be explored if needed. D&M Construction with the following contingencies: 2. All bonding requirements being met 3. Review by borough solicitor. All voted ini favor motion carried. 1. Securing all financing as discussed in option two or three Motion Mrs. Mead second by Mrs. Monaghan to authorize Pres. Rojas to request $15,000 ARP funds Motion by Ms Herzog second by Mrs. Mead to use funds as needed to advertise the fundraising project. from the county for the project. Ally vote in favor motion carried. All voted in favor motion carried. Mr. Faubel said he would contact Alan Cooper to discuss options with regard to the wheelchair lift. Mrs. Mead made a motion seconded by Ms Herzog to reallocate Aqua funds to the Band Stand project Motion by Ms Herzog second by Mrs. Mead to authorize Pres. Rojas to send a letter requesting an Motion by Mr. Dougherty second Mrs Herzog to start the bidding for the paving of lower Church St (Welwood to Railroad tracks at Paupack Fuel). All voted in favor motion carried. Ms Herzog recommended the borough look into Greenway Project Grants for recreation. Several options were discussed including a pathway in the park along Hudson St, al Pocket Park at' Wangum and River St. It was suggested that other projects be considered and discussed at future meetings. and use PLIGIT funds for Church St. All voted in favor motion carried. extension oft the Band Stand grant.
