The meeting was called to order by Mayor Dodi. Prayer: Mr. Mark Mitchell Pledge of Allegiance Edit for items not on the agenda: Upon motion made by Mr. Fields, seconded by Mr. Kegley, the agenda was unanimously approved. The vote was as follows: Mr. Boyd, Aye; Mr. Kegley, Aye; Ms.. Jackson, Aye; Mr. Fields, Aye. V. Edit and approve minutes from the 08/10/15 council meeting: Upon motion made by Mr. Fields, seconded by Mr. Kegley, the minutes from the 08/10/15 council meeting were unanimously approved as edited to remove the third sentence from item VIII. The vote was as follows: Mr. Boyd, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye. VI. Approve accounts payable for the month of August: Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the accounts payable fori the month of August were unanimously approved. The vote was as follows: Mr. Boyd, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye. VII. Upon motion made by Mr. Boyd, seconded by Mr. Fields, the Council unanimously voted to continue bulk trash services on. Fridays at: no charge to customers should crews be available, however, ifai residence or al business has excessive amounts ofbulk trash collected on ai regular basis, the Town will inform customers that a fee for the excessive amounts will be billed, and; that once per year, customers will receive one free collection service for a full grabber truck load ofleaves/brush, if additional loads are required, a fee, tol be determined by the Town and not exceeding $100, will be billed. This motion will supersede any previously determined fees for the abovementioned services. The vote was as follows: Mr. Boyd, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye. VIII. Proclamation: Constitution Week Ms. Pat Gray oft the Tabitha Adams Russell Chapter of the National Society oft the Daughters of the American Revolution was present to present aj proposed proclamation declaring September 17 through 23,20151 to be Constitution Week in Lebanon. Upon motion made by Mr. Boyd, seconded by Mr. Fields, the proclamation was unanimously approved. The vote was as follows: Mr. Boyd, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye. IX. X. Public Requests: None. Town Manager's Report: Mr. Duty presented the town manager'si report for the month of August and informed the Council that the traffic light replacement at the intersection of Main Street and Route 82 is scheduled to begin on October 1,2015. Mr. Duty also informed the Council that the new UV system at the wastewater treatment plant is scheduled tol begin operation on September A. Police Department Report: ChiefMitchell presented the police department report for the 28,2015. month of August. Town Attorney Report: None. XI. XII. Committee Reports and Recommendations: A. Ms. Jackson, Parks and Recreation Committee Chairwoman, recommended that the bridge and hiking trail located at. J.S. Easterly Park be dedicated ini memory and honor of Councilman William W. "Bill" Bolling and that a ceremony be planned for the dedication. Upon motion made by Ms. Jackson, seconded by Mr. Kegley, the Council unanimously voted to hold a ceremony dedicating the William W. "Bill" Bolling Memorial Bridge and Hiking Trail on Thursday, October 15, 2015 at 5:00 P.M. The vote was as: follows: Mr. Boyd, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye. XIII. Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the Town Council unanimously voted to go into closed session under Code Section 2.2-3711 for the purpose of discussing (1) personnel and (7) legal issues. "Bill" Bolling for the remainder oft the election term ending June 30, 2016. XVIII. Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the Council unanimously voted to adjourn.
