Edit and approve minutes from the 06/08/15 council meeting and the 06/15/15 Upon motion made by Mr. Bolling, seconded by Mr. Kegley, the minutes from the 06/08/15 council meeting and the 06/15/15 reconvened meeting were unanimously approved. June: VI. Upon motion made by Mr. Fields, seconded by Mr. Kegley, the accounts payable for the month ofJune were unanimously approved. Mr. Steve Givens, RCMC Assistant Vice Pesiden/Administraior, was present toj provide an update on Russell County Medical Center's operations and future plans. VIII. Public Request: A. Mr. Sam Jones addressed the Council regarding the condition of the volleyball court Vice Mayor Boyd informed Mr. Jones that the town would check the condition oft the volleyball court and directed him to contact DeAnna Jackson, Parks and Recreation Town Manager's Report: Mr. Duty presented the town manager's report for the month of June. Ms. Jackson informed Mr. Duty that shel had received concerns regarding the timing of the traffic light at the intersection of Main Street and Route 82. Mr. Duty informed her that the light was operating on a set timer. Mr. Duty also advised that the light was int the process ofbeing replaced, with work scheduled to begin in September A. Police Department Report: Sergeant Kiser presented the police department report for the month of. June. Ms. Jackson inquired if foot patrols were still being conducted at town parks and the town pool. Sergeant Kiser confirmed that the patrols were still and issues concerning the town parks and recreation. Committee Chair Person, with any further questions ori issues. IX. 2015. being conducted. Town Attorney Report: None. X. XI. Committee Reports and Recommendations: A. Ms. Jackson, Parks and Recreation Committee Chair Person, informed the Council that she had met with ChiefMitchell, Dr. Michelle Meister and Ruth. Johnson of Southwest Virginia Veterinary Services and Odell Musick, Russell County Animal Control Officer regarding updates to Ordinance No. 15-1 that requires all dogs on town property and public right-of-ways to bel kept on al leash and muzzled. Ms. Jackson informed the Council that no suggestions on the modification ofthe Ordinance were available at this time but that she would notify the Council of any updates. Recess: 6:371 P.M. XII. XIII. Resume: 6:42 P.M. XIV. Enter closed session: 6:42 P.M. A. Upon motion made by Mr. Fields, seconded by Mr. Griffith, the Town Council unanimously voted to go into closed session under Code Section 2.2-3711 for the purpose of discussing (1) personnel and (7) legal issues. The vote was as follows: Mr. Boyd, Aye; Mr. Bolling, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Griffith, Aye; Mr. Fields, Aye. B. Upon motion made by Mr. Fields, seconded by Mr. Griffith, the Town Council unanimously voted to return to: regular session. The vote was as follows: Mr. Boyd, Aye; Mr. Bolling, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Griffith, Aye; Mr. Fields, Aye. C. Stephanie Burke, Clerk of Council, presented the Roll Call Vote: Do you certify that to the best of your knowledge, the Town Council in its' closed session; only discussed business matters lawfully exempted from the public meeting requirements of the Freedom of Information Act; and that only such public business matters as were identified in the motion by which the closed meeting was convened The roll call vote was as follows: Mr. Boyd, Aye; Mr. Bolling, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Griffith, Aye; Mr. Fields, Aye; Mr. Duty, Aye; Mr. were heard, discussed, or considered ini the meeting. Upon motion made by Mr. Fields, seconded by Mr. Kegley, the Council unanimously voted to authorize Mr. Duty to employ Mr. Edward H. Osborne as a maintenance laborer on ai full-time basis to include a one-year probationary period. Employment will be conditional upon the acceptance oft the employee work agreement. The vote was as follows: Mr. Boyd, Aye; Mr. Bolling, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Griffith, Aye; Mr. Fields, Aye. XVII. Upon motion made by Mr. Bolling, seconded by Mr. Griffith, the Council unanimously voted to schedule the annual employee picnic on Tuesday, August 11, 2015 at 6:001 P.M., with Bonanza Steakhouse catering the event. XVIII. Upon motion made by Mr. Kegley, seconded by Mr. Fields, the Council unanimously voted to adjourn.
