Public Hearing to Consider: Public comments for the replacement oft the existing traffic lights located at the intersection of Main Street and Route 82, the intersection of! Main Street and North and South Church Streets, and the intersection ofMain Street and Highlands Drive A. The Town Council recessed from regular session, 6:03 P.M. B. Mayor Dodi opened the public hearing, 6:03 P.M. C. Town Manager, Michael L. Duty, detailed the plans for replacement oft the traffic D. Mr. Richard Hughes commented that he was pleased with the Council's decision tor replace the existing traffic lights. He felt that better signal timing was needed at the traffic lights, particularly at the light at the intersection of! Main Street and Route 82. Mr. Duty explained that this issue would be corrected with the newi traffic lights as they would operate on aj photo sensor instead ofa loop system. lights. VIII. Mayor Dodi closed the public hearing, 6:07 P.M. IX. Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the Council unanimously voted to approve the proposed resolutions for the replacement of the traffic lights at the intersection of Main Street and Route 82, the intersection ofMain Street and North and South Church Streets, and the intersection ofMain Street and Highlands Drive. Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the Council unanimously voted to approve the proposed resolution recognizing Mr. Jerry E. Lark for his commitment to public service int the newspaper industry for over 50 years and for his acceptance into the Virginia Press Association's "Golden 50 Club". Town Manager's Report: Mr. Duty presented the town manager's report for the month of April and advised that the traffic light replacement at the intersection ofMain Street and Route 71 had been completed. He informed the Council that Ms. Tammy Lasley had completed the landscaping and planting throughout the town and that she would also perform upkeep on an as-needed basis. Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the Council unanimously voted to authorize Mr. Duty to employ James T. Settle as a street laborer on a full-time basis, to include a one-year probationary period, beginning May 12, 2015. Employment will be conditional upon the acceptance of the employee work agreement. Upon motion made by Mr. Boyd, seconded by Mr. Fields, the Council unanimously voted to adopt the following ordinance: ORDINANCENO. 15-1 TOWN OF LEBANON CODE SECTION 6-35 Any person in possession ofa dog on town property, including roads, sidewalks, or any public right-of-way shall have the dog kept on a leash and muzzled in such ai manner as not to cause injury to its vision or respiration but to prevent it from biting a person or another animal. A violation oft this ordinance is a class 4 misdemeanor.
