An application submitted by Dorothy Clark for a conditional use permit to place a mobile home on an individual lot located at 52 Hicks Circle in an R-2 General Dwelling District. VIII. Planning Commission Members Present: Ralph Snead, Chairman Michael L. Duty, Vice Chairman Donald Ramey, Member Bill Bolling, Member Planning Commission Members Absent: J.S. Easterly, Jr., Clerk Stephen Quillen, Member Tim Coleman, Member A. The Town Council recessed from regular session, 6:041 P.M. B. Mr. Snead, Chairman, opened the public hearing, 6:05 P.M. C. Ms. Delilah McFadden, the applicant's daughter, was present to discuss the application. She advised that Ms. Clark plans to tear down the existing deteriorating home that is currently on the property and install a 2000 model mobile home. D. Upon motion made by Mr. Duty, seconded by Mr. Bolling, the Planning Commission unanimously voted to recommend that the application submitted by Dorothy Clark for a conditional use permit to place a mobile home on an individual lot in an R-2 General Dwelling District be approved upon the condition that all regulations set forth by the Town ofLebanon Zoning Ordinance would be met. The vote was as follows: Mr. Snead, Aye; Mr. Duty, Aye; Mr. Ramey, Aye; Mr. Bolling, Aye. IX. X. XI. Mr. Snead closed the public hearing, 6:10P.M. The Town Council returned to regular session, 6:11P.M. Ralph Snead, Planning Commission Chairman, recommended on behalf oft the Planning Commission that the application submitted by Dorothy Clark for a conditional use permit top place ai mobile home on an individual lot in an R-2 General Dwelling District be approved upon the condition that all regulations set forth by the Town ofLebanon Zoning Ordinance would be met. XII. Upon motion made by Mr. Bolling, seconded by Mr. Kegley, the Town Council unanimously voted to approve the application submitted by Dorothy Clark for a conditional use permit to place ai mobile home on an individual lot in an R-2 General Dwelling District upon the condition that all regulations set forth by the Town of Lebanon Zoning Ordinance would be met. Mayor Dodi informed the Council that the Russell County Medical Center would be presenting a donation for the Russell County Veterans Memorial Park on February 19, XIII. 2015 at 1:30 P.M. at the memorial park. XIV. Public Request: A. Mr. Kelly Gilmer was present to inform the Council that town employees had cut down walnut trees on his property without! his approval. He also informed the Council that town employees had been discarding brush on his property without his knowledge or consent. He requested that the brush be moved. Mr. Gilmer also advised that the Council had agreed last year to maintain his road that was being used as an access road by the Town, but that no maintenance had been done. Mr. Duty advised Mr. Gilmer that the brush and road issues would be resolved promptly. XV. Town Manager's Report: Mr. Duty presented the town manager's report for the month of January. Mr. Duty provided a yearly report summary for the water and wastewater plants. Mr. Duty also updated on the status oft the Main Street and Route 71 traffic light replacement project and advised that VDOT had given the project contractor a 30 day Mr. Bolling commended Mr. Duty for installing a new guard rail at the. J.S. Easterly Park. A. Police Department Report: Mr. Mitchell presented the police department report for XVI. Town Attorney Report: Mr. Tiller informed the Council of upcoming court case dates. extension due to complications. the month January. XVII. Old Business: None. XVIII. New Business: None. XIX. XX. Committee Reports and Recommendations: None. Enter closed session: 6:25 P.M. A. Upon motion made by Mr. Boyd, seconded by Mr. Griffith, the Town Council unanimously voted to go into closed session under Code Section 2.2-3711 for the purpose of discussing (1) personnel and (7) legal issues. Upon motion made by Mr. Boyd, seconded by Mr. Bolling, the Council unanimously voted to terminate Steven Fields from! his probationary employment and position with the Town due to his failure to fulfill his pre-employment, job requirements as specified in his work agreement. Mr. Hubbard provided the Council with updates on the Anthem cyber attack. XXIV. Upon motion made by Ms. Jackson, seconded by Mr. Griffith, the Council unanimously voted to approve the 2015 Pool Management Agreement between the Town ofLebanon and the Russell County YMCA.
