Lebanon Town Council Regular Monthly Meeting Town Hall, Lebanon, VA Monday, December 12, 2016 6:00P.M.  Council Members Present:  Nelson A. "Tony" Dodi, Mayor J.C. Mitchell, Chiefof Police  Staff Members Present:  Staff Members Absent:  I. II. III. IV.  The meeting was called to order by Mayor Dodi.  Prayer: Mayor Dodi Pledge of Allegiance Edit for items not on1 the agenda:  Upon motion made by Ms. Jackson, seconded by Mr. Kegley, the agenda was unanimously approved. The vote was as follows: Mr. Boyd, Aye; Mr. Kegley, Aye; Ms.. Jackson, Aye; Mr. Edit and approve minutes from the 11/14/16 regular and 11/28/16 reconvened council meetings: Upon motion made by Mr. Fields, seconded by Mr. Kegley, the minutes from the 11/14/16 regular and 11/28/161 reconvened meetings were unanimously approved. The vote was as follows: Mr. Boyd, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Ferguson,  Fields, Aye; Mr. Ferguson, Aye; Mr. Gilmer, Aye.  V.  Aye; Mr. Gilmer, Aye.  VI.  Approve accounts payable for the month ofNovember:  Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the accounts payable for the month ofNovember were unanimously approved. The vote was as follows: Mr. Boyd, Aye; Mr. Kegley, Aye; Ms.. Jackson, Aye; Mr. Fields, Aye; Mr. Ferguson, Aye; Mr. Gilmer, Aye.  VII.  Jackie L. Hubbard -] Russell County Tourism Committee  Mr. Hubbard presented an update report for the Russell County Tourism Committee. He reported on a partnership with the Russell County Tourism Committee which would include conducting fundraisers such as closing Main Street to allow for catered meals, vendors, etc.    Mr. Hubbard also advised the Council that the Committee would like to acquire Virginia LOVE signs tol be placed throughout the county and Town and inquired ifthe Town desired to purchase Upon motion made by Mr. Boyd, seconded by Mr. Gilmer, the Council unanimously voted to purchase a mobile LOVE sign from the Russell County Career and' Technology Center. The vote was as follows: Mr. Boyd, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr.  asign for the Town from the Russell County Career and' Technology Center.  Ferguson, Aye; Mr. Gilmer, Aye.  VIII. Public Requests:  A. Mr. Reggie Childers was present to thank the Council for the positive comments that the Lebanon Lions Club received for the 2016 Lebanon Christmas Parade. He also thanked the Council fort the new Church Street crosswalk and expressed ai recommendation to have ai mini golfcourse installed at the new Old Mill Park. Mayor Dodi informed Mr. Childers that the consulting firm for the Lebanon Downtown Revitalization Project would bej present at the January 2017 regular council meeting to present their design plans for the park.  IX.  Town Manager's Report:  Mr. Duty presented the town manager's report for the month ofNovember. Mr. Duty requested Mr. Hubbard toj provide the Council with an update on the Town website compromise. Mr. Hubbard informed the Council that the website had been repaired and assured the Council that  no confidential or financial information was stored on the site.  A. Police Department Report:  Sgt. Fletcher presented the police department report for the month ofNovember.  X.  Town Attorney Report:  Mr. Tiller provided an update on the Clawback court case. Committee Reports and Recommendations:  XI.  A. Mr. Gilmer reminded the Council that the consulting firm for the Lebanon Downtown Revitalization Project would make aj presentation on the design plans for the Old Mill Park at Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the Council unanimously voted to adjourn.
