Arrington, Schelin & Munsey Property Donation: Mr. Michael Munsey of Arrington, Schelin & Munsey, P.C. was present to offer to the Towna donation of] property located on Main Street (Map No. 104R 763) in honor of former council member, William "Bill" Bolling. Mr. Munsey presented Mayor Dodi with the deed to the Upon motion made by Ms. Jackson, seconded by Mr. Boyd, the Council unanimously voted to accept thej property donation from Arrington, Schelin & Munsey, P.C. in honor of former council member, William "Bill" Bolling. IX. the purpose of reviewing the preliminary design plans. X. XI. Public Requests: None. Town Manager's Report: Mr. Duty presented the town manager's report for the month of April and informed the Council that the tennis court fencing at the. J.S. Easterly Park had begun to rust. He advised the Council that the proposed 2016-2017 budget would include funds for paving, Upon motion made by Mr. Boyd, seconded by Mr. Fields, Mr. Duty was unanimously authorized toj perform the following maintenance and repairs to the J.S. Easterly Park tennis courts in the fall of2016: pave and mark tennis courts, reinstall lighting, andi install new fencing. Rooted in Appalachia Road Show: Mr. Hubbard informed the Council that the Rooted in Appalachia Road Show would be at the Lebanon Farmers Market on Saturday, August 13, 2016. B. After-Graduation Auction Vehicle Donation Discussion: Upon motion made by Mr. Boyd, seconded by Ms. Jackson, the Council unanimously voted to donate as aj prize a surplus 2002 Chevrolet Impala to the 2016 Russell County Drug-Free Throwdown Graduation: Party hosted by the Russell County Prevention Coalition. The vote was as follows: Mr. Boyd, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Mr. Dustin Keith was] present to accept the donation on behalfoft the Russell County Griffith, Aye; Mr. Gilmer, Aye. Prevention Coalition. XIV. Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the Council unanimously voted for all additional surplus vehicles to be auctioned. Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the Council unanimously voted to hold a surplus auction on Saturday, May 28, 2016 at 11:00. A.M. at thel Lebanon Volunteer Fire Department parking lot and tol hire Mitch-Ell Auction Firm toi manage the auction. Delinquent Business Licenses: available in the agenda packet. B. Downtown Revitalization Project Update: Mayor Dodi informed the Council that an updated list of delinquent business licenses was Mayor Dodi informed the Council that the next Downtown Revitalization Project Management Team meeting would be scheduled after a DHCD representative was assigned to the Town. XVII. Committee Reports and Recommendations: A. Mr. Duty advised the Council on a previous inquiry by Mr. Kegley in regards to the possible installation ofa traffic light at the intersection of Overlook Drive and Pittston Road. He informed the Council that, in addition to the cost, this location did not meet VDOT's traffic B.N Mr. Boyd, Finance and Personnel Committee Chairman, called ai meeting of the Lebanon Finance and Personnel Committee on May 23, 2016 at 6:00 P.M. at the Lebanon Town Hall light criteria, consisting of traffic count criteria on all roads, etc. to discuss the 2016-2017 budget.
