Mr. Ramey, Chairman opened the public hearing, 6:05 P.M. C. Mr. Ernie McFadden, on behalf oft the Industrial Development Authority recommend the Planning Commission approve the Subdivision oft the property and answered questions and concerns from members. D. No public comments. Upon motion made by Mr. Snead, seconded by Mr. Coleman, the planning commission unanimously voted to approve the subdivision of property ofI Industrial Development Authority. The Town Council returned to regular session, 6:12 P.M. Mr. Ramey, Lebanon Planning Commission Chairman, recommended on behalf of the Lebanor Planning Commission to approve the subdivision of property of Industrial Development Upon motion made by Mr. Ferguson, seconded by Ms. Jackson, the council unanimously approved the subdivision of property of Industrial Development Authority. Mr. Reggie Childers discussed his list ofc concerns with the council, lack of support for new businesses, population decrease, continued air in his water line. However, he did praise the Council for the Downtown Revitalization progress, traffic lights, paving, ball field, gazebo, stage and excellent job on the LOVE sign. XII. Town Manager's Report: A. Police Department Report: Mark Mitchell, Chief of Police, presented the Police Report for the month of October. He informed the council that Officer Anthony Walsh was graduating from the Police Academy Thursday, November 16, 2017. XIII. Town Attorney Report: XIV. New Business: A. Christmas Parade Theme & Parade Marshal Upon motion made by Ms. Jackson, seconded by Mr. Kegley, the council unanimously voted to use "A Storybook Christmas" as the Christmas Parade theme and to name Larry Johnston as Parade Marshal. Christmas Dinner Date & Vendor Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the council unanimously voted to set the Employee Christmas Dinner date for December 11,2017 at 11:30 A.M. at Bonanza Family Restaurant. C. 2018 Holiday Schedule Approval Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the council unanimously voted to approve the 20181 Holiday Schedule as presented. Proposed Gymnasium Floor Plan Discussion The Council discussed that the proposed gymnasium floor plans needed changes and decided toj plan aj joint meeting with the Parks and Recreation Committee and the Finance Committee at al later date. Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the Town Council unanimously voted to go into closed session under Code Section 2.2-3711(A)(I) for the purpose of discussing personnel.
