The meeting was called to order by Mayor Dodi.  Prayer: Mr. Mitchell Pledge of Allegiance Edit fori items not on the agenda:  Mayor Dodi requested to add VDOT Grant as new business item.  Upon motion made by Mr. Kegley, seconded by Mr. Ferguson, the agenda was unanimously approved. Approve accounts payable and capital assets for the month of August:  Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the accounts payable and capital assets for the month of August were unanimously approved. Bid Opening: 20170 Cat 308E2 Mini Hydraulic Excavator  Mayor Dodi opened the sealed bid received from Carter Machinery Inc. The bid amount was Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the council unanimously approved the bid from Carter Machinery Inc. Resolution: Constitution Week Proclamation  Ms. Pat Gray requested that the Council declare September 17-23, 2017 as Constitution Week. Upon motion made by Mr. Boyd, seconded by Ms. Jackson, the council unanimously approved toj proclaim September 17-23,2017 as Constitution Week. Doro Martin, on behalfoft the POW: 50 State Flag Tour group, spoke concerning thel kick-off POW ceremony and parade scheduled for September 23, 2017. She requested the Council Upon motion made by Mr. Boyd, seconded by Mr. Fields, the Council unanimously approved to purchase a banner from the Sign Shop for display across Main Street. The vote was as follows: Mr. Boyd, Aye; Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr.  purchase a banner to display on Main Street.  Ferguson, Aye; Mr. Gilmer, Aye. 2017 in honor ofthe weekend event.  Mayor Dodi also requested the Town display the American flags on Friday,  September22,  B. Angela Carpenter, Chamber of Commerce director, requested that the council waive the peddler's license fee for events that the Chamber hosts. Mr. Steve Givens Administrator for Russell County Medical Center, updated the Council regarding the improvements and growth within RCMC. Town Manager's Report:  Mr. Duty presented the Town Manager's report for the month of August.  A. Police Department Report:  Mark Mitchell, ChiefofPolice, presented the Police Report for the month of August.  XI.  Town Attorey Report: legal issues. Recess: 7:01 P.M.  A. Kevin Tiller, Town Attorney, requested to speak with Council in closed session regarding  XII.  XIII. Resume: 7:06P.M. XIV. Enter closed session: 7:06 P.M.  A. Upon motion made by Mr. Boyd, seconded by Mr. Kegley, the Town Council unanimously voted to go into closed session under Code Section 2.2-3711(A)(1): for the purpose of discussing personnel, acquisition or sale of property and legal issues. Weapons, Sections 34.57 oft the Lebanon Town Code:    This section shall not, however, be construed toj prohibit the use of any such instrument or within private property withj permission of the owner or legal possessor ofthe property when on conducted with reasonable care to prevent a projectile from crossing the boundaries of the property, pursuant to the Code of Virginia 1950, as amended 15.2-915.4.
