Easterly, Jr., Clerk A. The Town Council recessed from regular session, 6:04P.M. B. Mr. Ramey, Chairman, opened the public hearing, 6:041 P.M. C. Mr. William Watson was present to speak ini favor of the application and presented the Council with design plans for renovating the current office space into apartments. Mr. Duty questioned the availability of private parking. Mr. Watson confirmed that four required D. Upon motion made by Mr. Quillen, seconded by Mr. Duty, the Lebanon Planning Commission unanimously voted to recommend tot the Council that the application submitted by William and Kimberly Watson for a conditional use permit for the residential use oft the property located at 25 South Church Street be approved upon the condition that all regulations set forth by the Town ofLebanon and the Lebanon Zoning Ordinance be met and upon the condition that four private parking spaces would be available to residents oft the property. Mr. Ramey, Lebanon Planning Commission Chairman, recommended on behalf oft the Lebanon Planning Commission that the application submitted by William and Kimberly Watson fora conditional use permit for the residential use oft the property located at 25 South Church Street be approved upon the condition that all regulations set forth by the Town ofLebanon and the Lebanon Zoning Ordinance be met and upon the condition that four private parking spaces Upon motion made by Ms. Jackson, seconded by Mr. Kegley, the Council unanimously voted to approve the application submitted by William and Kimberly Watson for a conditional use permit for the residential use oft the property located at 25 South Church Street upon the condition that all regulations set forth by the Town ofLebanon and the Lebanon Zoning Ordinance be met and would be available to residents oft the property. Mr. Reggie Childers was present to express his concern that some owners of vacant downtown properties may be unaware ofthe Lebanon Downtown Revitalization Project. Mayor Dodi assured Mr. Childers that the Town has made attempts to contact all downtown business and property owners several times through newspaper advertising, direct mail, etc. and that the Town would continue to communicate with downtown property and business owners as the project progresses. Mr. Childers again recommended that the Council install a mini golf course at the Old Mill Park. Mr. Childers also informed the Council that Chris Beam, President of Appalachian Power, would be speaking at a meeting of the Lebanon Lions Club on. June 13, 2017 at' 7:00 P.M. and requested the Council's attendance. Mr. Childers furtheri informed the Council of discussions to move this year's Russell County Rotary Christmas Tree from the Lebanon Middle School grounds to indoors at the Russell B. Ms. Kelli Stevens was present toi inform the Council ofdelinquent buildings near aj property County Government Center due to weather concerns. that she owns and currently has for sale. XIII. Town Manager's Report: Mr. Duty presented the town manager'sn report for the month of. January. A. Police Department Report: ChiefMitchell presented the police department report for the month of. January and reported on the recent credit card scam involving card skimming as local gas stations. He advised that the scam has spanned from Wytheville, VA to Bristol, TN. XIV. Town Attorney Report: None. XV. Enter closed session: 6:47 P.M. A. Upon motion made by Mr. Fields, seconded by Mr. Ferguson, the Town Council unanimously voted to go into closed session under Code Section 2.2-3711( (1),(3),(4), (5) and (7) for the purpose of discussing personnel, acquisition or sale of property, privacy of individuals, prospective business ori industry and legal issues.
