The meeting was called to order by Mayor Dodi Prayer: Mr. Mitchell Pledge of Allegiance Public Requests: Vincent and Betsy Gilmer owners of Vincent Vineyard spoke concerning the problem with deer, which has destroyed about one third of their grape crops this year and requested the Town Council adopt the Urban Archery Season thru the Department of Game & Inland Fisheries. The process to adopt the Urban Archery Season is a long process therefore Mr. Mitchell recommended al kill permit issued thru the Department of Game & Inland Fisheries. Upon motion made by Mr. Fields, seconded by Mr. Kegley, the Town Council unanimously voted to approve for Vincent & Betsy Gilmer to obtain al kill permit. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Susan Breeding spoke to the Town Council concerning some properties in violation of the Nusance/Derelict Ordinance, one home located on Banner Street, home on Hicks Circle and property located on Church Street. Mayor Dodi assured her action was already in the process to Shane Farmer updated the Town Council concerning the Lebanon Downtown Revitalization Stanley, Aye. handle two of the three properties. Discuss Lebanon Gateway Project A, Resolution For Blanket Project Funding Commitment and For Blanket Signature Authority Upon motion made by Mr. Gilmer, seconded by Mr. Kegley, the Town Council unanimously voted to approve the Resolution for Blanket Project Funding Commitment and for Blanket Signature Authority. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Stanley, Aye. VI. Discuss Bicentennial Logo The Council agreed to go with logo 1 as the Bicentennial Logo. VII. Discuss Light Poles at Old Mill Park The Council agreed to table the Light Poles until the Town receives the Downtown Revitalization Grant Funds. VIII. Discuss Arch at Old Mill Park The Council agreed to table the Arch until the Town receives the Downtown Revitalization Grant Funds. IX. Discuss Trash Cans Upon motion by Ms. Stanley, seconded by Mr. Fields, the Town Council unanimously voted to approve the bid from Dixon Investments toj purchase 10 trash cans. The vote was as follows: Mi. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Stanley, Aye. X. Town Manager's Report Mr. Mitchell presented the quote from Quick Shine in the amount of$2,131 to clean carpet at the Town Hall. The Town Council requested to get another bid then for Mr. Mitchell toj proceed with the lowest bidder. Mr. Mitchell presented the invoice from Kim Short for the amount of $968.99. Upon motion made by Mr. Gilmer, seconded by Mr. Fields, the Town Council unanimously voted to accept the revenues and reimburse Kim Short for her expenses in the amount of$968.99 for the Forks in the Road Food Truck Rally. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Stanley, Aye. XI. Heather Powers-Update Bicentennial Events Ms. Powers updated the council concerning the Bicentennial Pageant, Commercial Santa and Backdrop, singing after Christmas parade, Christmas trees for the Lebanon Middle School lawn, Upon motion made by Mr. Fields, seconded by Ms. Stanley, the Town Council unanimously voted to donate $1,500 tol Lebanon Physical Therapy to purchase T-Shirts and trophies for the 5K event. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Lebanon Physical Therapy 5K and Bicentennial Sign quotes. Mr. Ferguson, Aye; Ms. Stanley, Aye. XII. Upon motion made by Mr. Fields, seconded by Mr. Gilmer, the Town Council unanimously voted to go into ciosed session under Code Section 2.2-3711 (A)(1)(5) for the purpose of discussing personnel and prospective business or industry.
