There is some work going on there to figure out how to raise the infield ballfields sO they will drain and not hold water. Talked about some of the improvements on the Onion Shed and are still expecting no later than June 1st for the Onion Shed completion. On JW Spain complex, Mr. Wood walked through a brief history on that and there was discussion around some funding opportunities going into FY25 to look at some of the priority improvements on that facility. There was also discussion about Trail Day and Arbor Day cancellation last month to reschedule that to a smaller event on June 1st, more to follow with that. City Council Minutes May 14, 2024 Chief Massey came forward and updated the Council regarding this item. Mayor Overstreet asked Chief Massey for the total cost of all the needs in Chief Massey stated the total requested for all the items is $132,421.90. Councilmember Henry asked staff where the monies are coming from. Finance Director, Daphne Hamlin, advised it is coming from permit sales and Councilmember Strickland verified with Chief Massey that on his fire report itshows just under $3,000.00 on overtime for March and April and that we Chief Massey advised that with the current number they have ($25,000) that gives him the ability up through budget year (October 1s1), to have 2 extra Councilmember Wagner asked what the time frame is for acting on Mr. White advised after this vote they would be available immediately and Mayor Overstreet advised that he wanted to recognize the many volunteers and fire department personnel that are here tonight, thank you. Mayor Overstreet opened the public hearing at 6:42 p.m. Kashif Riaz, owner of the project came forward to speak in favor of this request and shared a milestones paper with the Council. Mayor Overstreet for clarification and confirmation from the City Attorney did advise that a preliminary plan and site plan are good for 6 months, sO this one did expire in January 2024. The Mr. Lathrom updated the Council on the background for this Mayor Overstreet asked if there was anyone present who would wish to speak against the public hearing. Mayor Overstreet closed the public hearing at 6:50 p.m. Councilmember Henry advised the time frames are clear when the approvals are and when they expire. There is an opportunity in the ordinance to have that extended if he had gotten an extension from the City Manager, that procedure wasn't followed. Now he is asking the Council to extend this an additional 18 months when nothing has been put forward for a final plat yet sO at this point in time Councimember Henry is Councilmember Henry advised he and another Councimember on the Council have been in this business and know how long things take however, most of what Mr. Riaz has discussed could have been done simultaneously. The amount requested for this project is $5,000,000.00 (five-million dollars). Mr. White advised this for most immediately, Hamilton Street, this is in 3 different phases on the TIRZ project list. The other streets included on the priority list are Orange Street, Rike Steet, Bean Street, the completion of Farmersville Parkway, Raymond Street and Water Street. Mr. White advised thereto." item.
