She was hired on as a Municipal Court Clerk to take the place ofKathie Wieck, who retired in March after Eduardo Valdez addresses the Commission to thank them for beginning to livestream the City Commission meetings. He also addresses concerns he has with the traffic infrastructure serving the city for 30 years. around Dumas. A motion was made by Mayor Pro Tem Sims, seconded by Commissioner Willis, and passed unanimously to approve the consent agenda as presented containing the following items: the April 16, 2024 Regular City Commission Meeting minutes, and paying the bills. Mayor Brinkmann opened the Formal Session Mayor Brinkmann explains that due to the official election results not being availables yet, ChiefofPolice, Rick Pippins, presents the 2024 Police Memorial Week Proclamation. He lets the Commission know that the Police Department will hold a Police Memorial Ceremony on May 15th at 9:30 a.m. at McDade Park. A motion was made by Mayor Pro Tem Sims, seconded by Commissioner Willis, and passed unanimously to approve the 2024 Police Memorial Week items number 1 and 2 on the agenda will be moved to a special session next week. Proclamation, as presented. Building Official, Javier Pena, presents Resolution No. 24-05 - Setting a Date, Time, and Place for a Public Hearing on the Proposed Annexation of Certain Property. He explains to the Commission that the date the city is proposing is June 4th at 11:30 a.m. in the City Commission Chambers at 124 E. 7th St. A motion was made by Commissioner Willis, seconded by Mayor Pro Tem Sims, and passed unanimously to approve. Resolution No. 24-05 - Setting a Date, Time, and Place for a Public Hearing on the Proposed Annexation of Certain Property, as presented. Mayor Brinkmann presents Resolution No. 24-06 - Promoting Financial Education, 529 Educational Savings Program Month - May. Mayor Brinkmann lets the Commission know that the month of May is known as Financial Education Month, more specifically known as "529 Month", as a tool to save for a college education. He explains that one: major issue that has been identified is the lack of knowledge that most people have in the availability ofc college education savings and financial literacy. Mayor Brinkmann read Resolution No. 24-06 aloud to the Commission. A motion was made by Mayor Pro Tem Sims, seconded by Commissioner Willis, and passed unanimously to approve Resolution No. 24-06-1 Promoting Financial Education, 529 Educational Savings Program Month, as presented. Mayor Brinkmann adds that the City ofDumas does offer a 529 plan to their employees who are interested in participating. For items 6 and 7 on the agenda, Mayor Brinkmann states that pursuant to authorization by Title 5, Chapter 551, of the Texas Government Code, a closed session in the City of Dumas City Commission is hereby announced onl May 7th after the formal session, to discuss the purchase, exchange, lease, or value ofreal property. Police Chief, Rick Pippins presents a program for State Funded License Plate Reading Cameras for consideration of approval by the Commission. He explains that this is a project in which this company is working with different jurisdictions all over the panhandle to install license plate reading cameras. He goes on to explain while there are all different kinds of these type of cameras, the ones being looked into for this area will be fixed cameras, meaning they will be installed in fixed locations at certain places where there's ingress into the jurisdiction. He states further that for the City ofDumas, they would be looking into placing these fixed cameras on the city limit boundaries north and south. Chief Pippins then goes on to say that these cameras can assist ins silver alerts, amber alerts, and any kind of suspect at large alert, ifthe vehicle that is being driven into the city limits matches the description oft the vehicle that is ofinterest by any oft these alerts. Chief Pippins explains that while these cameras can be extremely costly in most circumstances, the grant funding that was able tol be obtained by the state will take care ofthe costs incurred at 100% for the current fiscal year. Beginning with the next fiscal year, the city's cost portion would be 21% for the operation and maintenance oft the cameras, which would: roughly be $600 per camera. He explains furtherthat the City ofDumas wouldn'tl be considered the "grantee". He states the grantee would be the Panhandle Auto Burglary and Theft Task Unit that is attached tot the 47th District Attorney's office, and that is where the city's payments for the cameras would be made to as well. Mayor Brinkmann asked ifthere would be any sort ofannual report that would be given to the Commission on what is all recovered or how beneficial these cameras are to the city on an annual basis. The representative from the Panhandle Auto Burglary and Theft Task Unit informs the Commission that they are required to present quarterly reports to the state as aj part of the grant funding. Chief Pippins follows this up by saying the Police Department would deliver reports as often as the Commission deems necessary, but per the policy he himself has drafted, they would deliver an annual report to the Commission at minimum. Mayor Pro Tem Sims questioned who was to be responsible for the maintenance oft the camerasifone was toi malfunction orgoout. Thei representative from Flock Safety lets the Commission! knowi that Flock Safety would be responsible for all maintenance of the cameras. A motion was made by Mayor Pro Tem Sims, seconded by Commissioner Willis, and passed unanimously to approve the State Funded License Plate Reading Cameras, as presented. A motion was made by Mayor Brinkmann, seconded by Mayor Pro Tem Sims, and passed unanimously to add Shannon Wallace as the City of Dumas Finance Director on all city financial accounts. Mayor Brinkmann convened into Executive Session at 12:10 p.m. in accordance with" Tex. Gov'tCode $551.071 tos seek the advice ofthe City'sattorney to discuss and consider the purchase, exchange, lease, or value of real property.
