Recognition  Jeffery Sykes Retirement Resolution  Upon motion made by Mr. Ferguson, seconded by Mr. Kegley, the Town Council unanimously voted to approve the resolution in recognition ofJeffery Sykes for his seventeen years ofs service to the Town ofLebanon. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr.  Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Stanley, Aye.  IX.  Proclamation  U.S. Census Awareness Day Proclamation - Carol Caruso  Upon motion made by Ms. Jackson, seconded by Ms. Stanley, the Town Council unanimously voted to proclaim April 1, 2020 as "Census Awareness Day."  The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms.  Stanley, Aye. Town Manager's Report  X.  Mr. Mitchell advised that his report had been previously discussed in closed session.  XI. Town Attorney Report  None XII. New Business None  XII. Committee Reports and Recommendations  Ms. Stanley advised that the Thanksgiving Committee received a quote from Reinhart Food in the amount of$3,162. Walmart is making a donation ini the amount of$5,000 and possibily an Mr. Gilmer reported that the Downtown Revitalization Committee received a drawing from Nathan Brown for a landscape enhancement plan for the downtown area in front on. Family Drug and on Lohr Street, the funds for this would come from the Downtown Revitalization Funds. Mr. Gilmer requested a survey on the Russell Theater as soon as the Town secured it, sO the Mr. Gilmer request the signs next to the Old Mill Park be removed until the owner receives a sign permit by the Town ofLebanon. The council agreed to send a letter to the sign owner Mr. Fields requested they add four (4) or five (5) new street poles to the area across from the Old  additional of $1,000 therefore, the Town will get reimbursed for the food.  Lane Group could start their Phase I design.  making this request. Mill Park.    Mayor Dodi requested an Event Committee meeting for November 20, 2019 at 5:00 P.M., the Upon motion made by Mr. Fields, seconded by Mr. Gilmer, the Town Council unanimously voted toj promote Ben Holmes to full time effective November 25,2019. Upon motion made by Mr. Fields, seconded by Mr. Kegley, the Town Council unanimously  voted to adjust the salary as discussed in closed session.
