Approve accounts payable and capital assets for the month of September Upon motion made by Mr. Kegley, seconded by Mr. Gilmer, the accounts payable for the month of September was unanimously approved. Public Request: Kelly McBride, with the Russell County Library, advised that she was working with Lebanon High School teachers on having the students write a Bicentennial essay; maybe have the students interview their family member for history ofLebanon. Ms. McBride advised the deadline for the completion oft the essay's would be Thanksgiving. She requested the council help with an award for the students whom receive first, second and third place int the contest. Upon motion made by Ms. Jackson, seconded by Ms. Stanley, the Town Council unanimously voted to purchase gift cards first place $100 gift card, second place $50 gift card and third place $25 gift card plus al bicentennial ornament to each essay winner. Town Managers Report Mr. Mitchell advised that the contract with Cumberland Mountain Community Service CITAC Upon motion made by Mr. Gilmer, seconded by Mr. Ferguson, the Town Council unanimously voted to approve the Cumberland Mountain Community Service CITAC contract pending Mr. Tiller review the contract. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Mr. Mitchell discussed the Business District Revitalizaticn Streetscape improvements, he said Mr. Mitchell advised that Jeff Sykes is retiring from the Wastewater Plant sometime in November, he requested the council's pleasure regarding promoting Ben Holmes to a full-time employee. The council request to discuss the matter in closed session. Mr. Mitchell advised the Southwest Virginia Girls softball willl have some games on Saturday, Mr. Mitchell advised that the pool has been covered, the leak was due to an expansion seal; the Mr. Mitchell discussed that hel had received quotes from Cincinnati Life Insurance company.
