The meeting was called to order by Mayor Dodi. Prayer: Mr. Mitchell Pledge of Allegiance Budget 2019-2020 Upon motion made by Mr. Gilmer, seconded by Mr. Fields, the Town Council unanimously voted to approve the 2019-2020 as presented. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Stanley, Aye. V. CDBG Revolving Loan Fund Upon motion made by Mr. Gilmer, seconded by Mr. Ferguson, the Town Council unanimously voted to approve the CDBG Revolving Loan Fund. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Stanley, Aye. VI. Extension ofPurchase. Agreement Upon motion made by Mr. Ferguson, seconded by Ms. Jackson, the Town Council unanimously voted to approve the Extension of Purchase. Agreement between the Town ofLebanon and Scarisbrick Land Holdings, LLC. on the Historic Russell Theater. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Stanley, Aye. VII. Resolution for Russell Theater Upon motion made by Ms. Jackson, seconded by Ms. Stanley, the Town Council unanimously voted to approve the Resolution for Russell Theater. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Stanley, Aye. VIII. Town Manger A. Hiring Police Officer & Contract Mr. Mitchell advised that Officer Walsh is resigning effective July 15, 2019, his contract date with the Town ofLebanon is November 2019. Officer Walsh agreed to pay partial amount of $5,000 for Breach of Contract. The Town Council agreed Officer Walsh is Upon motion made by Mr. Fields, seconded by Mr. Kegley, the Town Council unanimously voted to advertise for Community Police Officer with closing date on. July 12 and interview on August 22, 2019. First Bank & Trust Loan Mr. Mitchell discussed the different loan opinions with First Bank &' Trust Co. and advised he would get additional information on closing cost and attorney fees for a tax- Mr. Mitchell presented a request from Mike Keys for a donation for Lebanon Senior Upon motion made by Ms. Stanley, seconded by Ms. Jackson, the Town Council unanimously voted to donate per Mike Keys request $250 to the Lebanon Senior League Team. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; free loan by the. July 3, 2019 meeting. League team, they are competing in the state tournaments. Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Stanley, Aye. IX. Other Business Mayor Dodi advised that the Rock & Food' Truck Rally and Scott Miller concert involved several different organizations, he presented that Mr. Mitchell meet with Angie Carpenter, Kim Short and Heather Powers to delegate the responsibilities to each individual. The council all agreed. Mayor Dodi requested the council's pleasure for The Cleverly's coming in February 2020. The council all agreed. X. Enter closed session: 9:50A.M. A. Upon motion made by Mr. Gilmer, seconded by Mr. Ferguson, the Town Council unanimously voted to go unto closed session under Code Section 2.23711 (A)(1)(5): for the purpose of discussing personnel and prospective business or industry issues.
