Approve accounts payable and capital assets for thei month of April. Upon motion made by Mr. Gilmer, seconded by Mr. Fields, the accounts payable for the month of April was unanimously approved. Enterinto public hearing: 6:09 P.M. B. Brian Poe and Shari Brown, with J.A. Street & Associates, presented a guaranteed maximum price proposal for construction for ai new Town ofLebanon Community Center. C. Closed public hearing: 6:49 P.M. Mr. Mitchell advised the council that First Bank & Trust Company had quoted rates for financing the $2,500,000 to fund the project. The rates are as follows: 4.85% fixed rate for 15 years 4.32% fixed rate for 10 years 1.00% over the rate earned tol hold CD as collateral VIII. Upon motion made by Ms. Stanley, seconded by Mr. Gilmer, the Town Council unanimously voted to accept the guaranteed maximum price proposal from J.A. Street for the Town of Lebanon Community Center. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Stanley, Aye. The Town Council agreed to notify all local banks within the Town ofLebanon for rate proposals to fund the $2,500,000 for the community center. IX. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Stanley, Aye. Mr. Mitchell advised the council that the VML Insurance Premium was renewed $600 less this year status. Mr. Mitchell requested to speak with the council in closed session concerning Conditional Use Permit for Ron Barrett, hiring summer help and nuisance property on 88 West Banner Street. Mr. Mitchell requested to the council the need to advertise for a police officer due to Officer Hart working with Virginia State Police and Local Police Officers on the drug task force. Upon motion made by Mr. Fields, seconded by Mr. Kegley, the Town Council unanimously agreed for Mr. Mitchell to advertise for a full-time Police Officer. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Ferguson, Aye; Ms. Mr. Mitchell advised the council the water plant received the 2018 Excellence in Waterworks Mr. Mitchell presented a pool update, all the work was completed except adding the new: slide. X. Upon motion made by Mr. Fields, seconded by Mr. Kegley, the Town Council unanimously voted for the town pool to open at 12:00 P.M. on Friday May 31,2019, and have Friday and Saturday as free admission days. Upon motion made by Mr. Gilmer, seconded by Mr. Fields, the Town Council unanimously voted to accept the estimate for streetscape improvements for the Downtown Revitalization project from Steffey Construction on the stone work.
