Edit and approve minutes from the 03/11/19: regular council meeting. Upon motion made by Mr. Kegley, seconded by Mr. Ferguson, the minutes from the 03/11/19 regular council meeting was unanimously approved. Approve accounts payable and capital assets for the month ofl March. Upon motion made by Mr. Gilmer, seconded by Mr. Fields, the accounts payable for the month ofMarch was unanimously approved. Presentation Senator Ben Chafin and Delegate Todd Pillion were honored to present the Town Council with the Bicentennial Resolutions. VIII. Public Request: Shawn Lindsey, Executive Director Southwest Virginia Spearhead Trails, said the Spearhead Trails create and manage multi-use trails in the Southwest Regional Recreation Area to facilitate, enhance and sustain economic development andj job creation within the seven coalfield counties of Southwest Virginia. Several ofthe council encouraged Mr. Lindsey to Kelly McBride Delp with the Russell County Library requested the Town ofLebanon increase their donation amount to $12,000 for the upcoming 2019-2020 fiscal year. The library is Harold Carter with the Sons of Confederate Veterans located in Russell County, requested the Council allow them to place a logo on the Town's Organizational Sign. The Council agreed to Mr. Gilmer presented the letter request from Robert E. "Bob" Huff, District Administrator for Virginia District 11 Little League, for an additional contribution ini the amount of $10,000 for the final phase of the Virginia State Little League Baseball Softball Museum. IX. Town Attorney Mr. Tiller requested to speak with the council in closed session. X. Police Report: None XI. Town Managers Report Mr. Mitchell presented the request (R.A.C.E.) Russell County Access to College Education to support and provide the location for the students to complete community service. The Council Mr. Mitchell advised that he was looking at other alternatives to painting the poles on Church and Mr. Mitchell advised that the advertisement for Lifeguard and Street Summer help was placed in the Lebanon News in order for hiring to start at the May 13, regular council meeting. Mr. Mitchell advised that the Department of Game & Inland Fisheries advised on the Urban Archery Ordinance no charge is allowed by the town. Mayor Dodi requested the amended Urban Mr. Mitchell requested to speak with the council in closed session concerning drug task force and agreed to support the program. Main Street.
