The meeting was called to order by Mayor Dodi. Prayer: Mayor Dodi Pledge of Allegiance Mr. Fields stated he was not able to attend the Regular Monthly Meeting due to personal health reasons and requested to participate remotely by phone. The Town Council had a quorum physically present in the Council Room. Mr. Fields participated remotely by telephone which was audible to all persons in the Council Room. Edit and approve minutes from the 11/09/20 regular council meeting. Upon motion made by Mr. Leonard, seconded by Ms. Stanley, the minutes from the 11/09/20 regular council meeting was unanimously approved. The vote was as follows: Ms.. Approve accounts payable and capital assets for the month ofNovember: Upon motion made by Mr. Gilmer, seconded by Mr. Lambert, the accounts payable for the month ofNovember was unanimously approved. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Stanley, Aye; Mr. Leonard, Aye; Mr. Lambert, Aye. VIII. Public Request: Dr. Betsy Summerfield, Town Citizen, advised that in the Lebanon Manor area she is having problems with coyotes. There were 4 in her back yard. She advised that the coyotes have killed some cats. Dr. Summerfield requested the Town Council notify the Police Department with this issue. Mayor Dodi advised Dr. Summerfield that the Police Department would be notified of the coyote issue plus the Virginia Department of Game & Island Fisheries. IX. New Business A. Approve Russell Theater Business Plan Proposal Mayor Dodi advised that the Town had received a $50,000 grant from ARC for the Business Plan for the Russell Theater. He stated that he and Mr. Blankenship had met with Jim Baldwin and Debbie Milton with Cumberland Plateau Planning Commission to discuss the Business Plans. Mr. Baldwin recommended to award the Business Plan Proposal to Gerdom Management Upon motion made by Mr. Gilmer, seconded by Ms.. Jackson, the Town Council unanimously voted to award the Russell Theater Business Plan Proposal to Gerdom Management LLC. HVAC Bids for Russell Theater Stinson Heating & Cooling Starnes Inc. (3 Options) $68,500.00 $67,000.00 Option 1 $90,500.00 Option 2 $78,250.00 Option 3 Mayor Dodi requested that Mr. Gilmer, Mr. Blankenship and the General Contractor Keith Steffey meet to review and compare the HVAC bids and present a recommendation at the January Council meeting. C.A Award Bridge Inspection Proposals Mayor Dodi requested the Finance Committee meet to discuss the Bridge Inspection proposals to D. Cumberland Plateau Regional Housing-waive taxes for Pittston Place Apartments and Fox Upon motion made by Ms. Stanley, seconded by Mr. Gilmer, the Town Council unanimously voted to waive the taxes for the Pittston Apartments and Fox Meadows Apartments for make recommendations at the. January Council meeting. Meadows Apartments Cumberland Plateau Regional Housing. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Stanley, Aye; Mr. Leonard, Aye; Mr. Lambert, Aye. E. CARES Act Funds Mr. Leonard presented an update report prepared by Beverly Stinson the Financial Officer concerning the CARES Act Funds. The detailed report showed the revenue received and all the expenditures for the Town ofLebanon and the Lebanon Volunteer Fire Department. All the funds are exhausted for both the Town and the Fire Department. Mr. Gilmer advised that Ms. Stinson will continue to update these spreadsheets through December 31, 2020 with any item Mr. Leonard advised that the Town has $165,576.83 in an escrow account. Mr. Farmer prepared an updated list ofi items purchased for the Lebanon Community Center for the amount of $100,677.10 that has been paid from the general fund. By transferring the $100,677.10 from the escrow account into the general fund that would leave al balance of $64,899.73 to go toward the bond payment for the Lebanon Community Center. Mr. Gilmer stated that he agreed with Mr. that is related to COVID-19. Leonard regarding the escrow account. X. Town Attorney Report Mr. Tiller advised that he had items to discuss in closed session. XI. Enter closed session: 6:45P.M. A. Upon motion made by Mr. Leonard, seconded by Ms. Stanley, the Town Council unanimously voted to go into closed session under Code Section 2.2-3711(A)0)7) for the purpose of personnel related to COVID-19, legal for pending litigation. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Stanley, Aye; Mr. Leonard, Aye; Mr. Lambert, Aye. B. Upon motion made by Mr. Gilmer seconded by Mr. Lambert, the Town Council unanimously voted to return to regular session.
