Upon motion made by Mr. Fields, seconded by Ms. Stanley, the Town Council unanimously voted to go intJ closed session under Code Section 2.2-3711(A)(1)7) for the purpose of personnel for the purpose ofinterviewing for Police Officers and legal for legal advice. VIII. Upon motion made by Mr. Fields, seconded by Mr. Gilmer, the Town Council unanimously voted tol hire John. Jackson for the full time Police Officer position at the discussed salary. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Stanley. Aye; Mr. Leonard, Aye; Mr. Lambert, Aye. Resolution for Industrial Revitalization Funds IX. Upon motion made by Ms. Stanley, seconded by Mr. Gilmer, the Town Council unanimously voted to approve the Industrial Revitalization Funds Resolution as presented. Roll Call vote as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Stanley, Aye; Mr. Leonard, Mr. Leonard advised that the Sykes property located in Colony Park needed to be addressed. According to the bylaws for Colony Park all lawns shall be neatly maintained before, during and after construction of any dwelling thereon. Mr. Leonard advised to allow the Town Employees Ms. Stanley discussed ordering banners for the downtown poles to honor the Lebanon Police Department. She stated that at the. July regular council meeting, Craig Sowers had spoken to the council concerning adding something in the downtown area to honor the Lebanon Police Department. Ms. Stanley checked on ordering 32 Lebanon Police banners from Banner Buzz for the amount of $2,333.73. Mr. Leonard requested for half of the banners to honor the Lebanon Aye; Mr. Lambert, Aye. X. tor mow the grass and bill the property owner for their labor and service. XI. Fire Department and half to honor our Lebanon Police Department. Upon motion made by Ms. Stanley, seconded by Mr. Leonard, the Town Council unanimously voted to order 321 banners to honor the Lebanon Police Department and Lebanon Fire Department but not to exceed the amount of $2,500. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Stanley, Aye; Mr. Leonard, Aye; Mr. Lambert, Aye. XII. Mr. Gilmer advised that after speaking with Beverly Stinson, she would be updating the total of monies spent from the CARES Act Fund. Ms. Stinson should have a comprehensive number to report back to him. Mr. Gilmer advised that possibility any overtime paid to police officer concerning COVID 19 could come from the CARES Act Fund, wages for the staff at the Lebanon Community Center that checks temperature. Mr. Gilmer requested that Mr. Blankenship meet with the supervisors concerning any needs their department may have that the CARES Act funds could be used. He asked for them to be thinking ahead ofany possibilities that the Town could use the funds. XIII. Mr. Blankenship advised that the Lebanon Community Center have employees and Ms. Stinson needs clarification ift the employees are seasonal employees or part time employees. Part-time employees must work less than 291 hours a week or the' Town will need to offer them health insurance and seasonal employees can have ai maximum of1301 hours within a 4-week period or 32.5 hours a week for 4-month cycle. The Town Council requested Mr. Blankenship meet with Mr. Farmer and Ms. Stinson to resolve this issue. XIV. Adjourn: 10:00 P.M.
