Lebanon Town Council Reconvened Meeting Town Hall, Lebanon, VA Wednesday, March 18, 2020 4:00P.M. Council Members Present: Nelson A. "Tony" Dodi, Mayor DeAnna C. Mitchell, Town Manager/ChefofPalisce Kevin D. Tiller, town Attorney A. Diane Nunley, Clerk of Council Staff Members Present: L. II. III. IV. Then meeting was called to order by Mayor Dodi. Prayer: Mr. Mitchell Pledge of Allegiance Mr. Tiller advised that the Town ofLebanon needs a Town ofLebanon Emergency Operations Upon motion made by Mr. Gilmer, seconded by Ms. Jackson, the Town Council unanimously voted to adopt the Russell County Emergency Operations Plan. The vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr Gilmer, Aye; Mr. Ferguson, Aye; Ms. Upon motion made by Mr. Gilmer, seconded by Ms. Stanley, the Town Council unanimously voted to adopt the Town ofLebanon Virginia Declaration ofLocal Emergency Coronavirus Roll Call vote was as follows: Mr. Kegley, Aye; Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Mayor Dodi advised that he felt the need to reach out to the Town ofLebanon citizens to inform them concerning the precautions on a local level the Town Council were taking to ensure everyone's safety during the coronavirus outbreak. The Council agreed for Mayor Dodi to complete a letter to encourage citizens ifj possible, to use online sources for payments. Mr. Gilmer discussed the possibility ofwaving meals tax fees for all the. local restaurants. Some restaurants have closed their facility due to not being able to accommodate more than ten (10) people to dine in the restaurant at a time. VII. local businesses that are suffering from the state regulations. VIII. Mr. Mitchell advised that he had spoken with Davenport & Company concerning refinancing the bonds on Steel Fab, Polycap, Duty Tank and the Community Center. Mr. Rose advised that he felt they could save the Town money on the interest. Davenport & Company's fees could be as Mr. Mitchell requested the council's approval to hire SWVA Tree Service to remove the two trees on North Church Street. Mr. Gilmer requested a quote to just cut the trees down and let the Mr. Kegley advised that Eddie Hall complained concerning the Town ofLebanon requesting he pay for a sewer tap for his W & El Properties located on 30 Russell Street. Mr. Hall felt the previous owner had a sewer tap therefore, he shouldn'tpay for a new one.. The Town Council much as $65,000 to $70,000. IX. Town Employees finish the project. X. agreed to wave the fee for Mr. Hall. Adjourn: 4:501 P.M. XI..
