The meeting was called to order by Mayor Dodi. Prayer: Mr. Blankenship Pledge of Allegiance Mayor Dodi advised that at each Town Council Member's desk was Mr. Blankenship's resignation letter therefore he requested the Council make a motion to accept his resignation. Upon motion made by Mr. Leonard, seconded by Mr. Gilmer, the Town Council unanimously voted to approve Mr. Blankenship letter of resignation as Town Manager. Jackson to serve on the Russell County IDA as the replacement for Scott J. Gilmer. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Mr. Gilmer advised that with the continuation of the ARPA meeting, the recovered cost that the department incurred from March 3, 2021, donations to non-profits that was eligible that was impacted by the pandemic, tourism, a couple of invoices from Wright Way Cleaning and Aramark and first payment on the Fire Truck that comes to a total of $223,135.74. Upon motion made by Mr. Gilmer, seconded by Mr. Leonard, the Town Council unanimously voted to recover an eligible cost of $223,135.74 cost incurred by the Town ofLebanon due to COVID-19 pandemic to move those funds from the ARPA fund into the General Fund.
