Recognition Lebanon High Softball Team Mayor Dodi presented the Lebanon High School Girls Softball Team Resolution. Upon motion made by Mr. Leonard, seconded by Ms.. Jackson, the Town Council unanimously voted to approve the Lebanon High School Girls Softball Team Resolution as presented. Zach Hertig Sage Potts Preston Steele Matthew Buchanan Dagan Barton Charles "Doc" Adams, Coach Will Stamper, Coach Wade Compton, Bookkeeper Paul Hess, Equipment Manager Mayor Dodi presented Charles "Doc" Adams a resolution in honor of his service as Lebanon High Baseball Coach. Upon motion made by Mr. Leonard, seconded by Mr. Gilmer, the Town Council unanimously voted to approve the Charles "Doc" Adams resolution as presented. Public Request Katie Moody - Appalachian Voices Ms. Moody with Appalachian Voices stated that they are a non-profit organization in Southwest Virginia that focuses on land restoration and economic development. She advised that her purpose is to provide technical assistance and grant assistance on projects related tol land restoration and economic development. She stated that there is sO many resources for reclamation and economic development. Ms. Moody advised that there is al lot of funding coming in the near future. She advised that she wanted to highlight the abandoned mime revitalization program administered by DMME. She presented different projects that Appalachian Voices help fund in Russell County. Mayor Dodi questioned if the Town might be able to get funding for the land near the Government Center that they are planning to develop the green space into walking trails, dog park etc. Ms. Moody advised that this project sounds like there would be several grants that would help fund this project. IX. New Business Revised Drug Policy Mayor Dodi advised that the revised drug policy is in the Council's Agenda. He stated that he feels the Town needs to state at what level of marijuana in their system would the policy be enforced. Mayor Dodi advised that with the Federal Government marijuana is still illegal. The Town Council discussed the revised drug policy. Mayor Dodi advised that once Mr. Tiller is back the Council will discuss revised drug policy under legal guidance. Russell Theater Bid Document Discussion Mayor Dodi advised that Mr. Blankenship and Mr. Farmer prepared information regarding all the façade work at the Russell Theater in order tol bid this project out. The Town Council discussed this project. The bids must come in within 10% of the projected cost. Upon motion made by Mr. Gilmer, seconded by Ms. Stanley, the Town Council unanimously voted to set the Russell Theater façade pre-bid meeting for Tuesday, August 3, 2021, at 10:00 A.M. Police Training Facility Mr. Leonard presented an update regarding the Police Training facility. He stated that the area had been cleaned-up and ready to move forward with the construction. Mr. Gilmer advised that his thoughts was to wait and if possible, use the ARPA funds. Mr. Leonard advised that he has a local business that is donating $8,000 for the Police Training facility. Chief Deskins advised the Town Council concerning the current radios not being able to communicate with the dispatcher ort the Russell County Officers digital radios. Chief Deskins expressed the need for new vest for all the Police Officers. The Town Council discussed the needs regarding the Police Department. Set ARPA Committee Meeting Mayor Dodi advised that he would like to set the ARPA Committee Meeting for Tuesday,July 20, 2021, at 4:00P.M. Mr. Gilmer requested that all departments review the Commonwealth of Virginia Guidance and frequently asked questions directed to localities like Lebanon. He advised that ifit was covered under CARES Act Funds that it may be eligible under the ARPA funds. Mr. Gilmer advised that Department Heads need toi identify eligible uses and the associated cost moving forward in their budget, this includes capital outlay items. Mr. Gilmer stressed the importance of Cyber Security for the Town of Lebanon. X. Town Managers Report concerning a personnel issue. Enter closed session: 7:36 P.M. Mr. Blankenship advised that he needed to speak with the Town Council in closed session XI. A. Upon motion made by Ms.. Jackson, seconded by Ms. Stanley, the Town Council unanimously voted to go into closed session under Code Section 2.2-3711(A)(I) for the purpose of personnel regarding the police department, fire department, parks and recreation department and ARPA. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Stanley, Aye; Mr. Ms. Jackson questioned the Water Treatment Plant report regarding the large water loss at the Splash Pad to which Mr. Gibson requested a recirculation system. Mr. Gilmer advised that the guidelines under the ARPA funds a recirculation system should be covered. Mayor Dodi requested Mr. Blankenship meet with Mr. Gibson and Mr. Shortt the Water Plant Supervisors to Mr. Gilmer requested a topographic survey for the lot adjacent to the Russell Theater. He stated that regardless, ift the lot is used for parking, green space or pavilion a topographic survey is required. Mr. Gilmer advised to use grant funds first for this survey, secondary use the funds Upon motion made by Mr. Gilmer, seconded by Mr. Leonard, the Town Council unanimously voted to approve a topographic survey oft the adjacent lot to the Russell Theater. S. Easterly Park Restrooms and the bids be opened at the August Town Council meeting. He requested Mr. Blankenship work with Mr. Tiller to prepare a structure on past due Business License and outstanding taxes. Mr. Gilmer request an update on the telemetry system. He requested Mr. Blankenship be prepared to discuss using the streetscapes grant funds by extending the decorative lighting, Lohr Street Wall, trash cans, pavilion, landscaping, paving, milling and marking.
