Lebanon' Town Council Reconvened Meeting Town Hall, Lebanon, Virginia Monday,June 21,2021 6:00P.M. Council Members Present: Nelson A. "Tony" Dodi, Mayor DeAnna C. Jackson, Vice- Mayor A. Doyle Fields, Council Member Scott J. Gilmer, Council Member Mary. J. Stanley, Council Member M. Elijah Leonard, Council Member W. Bradley Lambert, Council Member Kevin L. The meeting was called to order by Mayor Dodi. Prayer: Mr. Blankenship Pledge of Allegiance 2021-2022 Budget: The' Town Council discussed the pay raise for the Town Employees. Upon motion made by Mr. Gilmer, seconded by Ms. Jackson, the Town Council unanimously The roll call vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Mr. Leonard advised that the Farmers Market Bathroom doors are left open and lights are being left on. He recommended that the' Town install automatic door closures and motion sensor for the lights. Mayor Dodi advised for the' Town Employees to install automatic door closures and Mr. Blankenship advised that he received another bid for the Swim Team storage building from Bush Builders for the amount of $3,000. Mr. Blankenship advised that the material cost for the building should run anywhere between $5,000 to $6,000 and the cost for material for the concrete work should run about $1,858.80. The Town Council discussed this project. voted to approve the 2021-2022 Budget as presented. Town Election Ordinance Mayor Dodi advised that the General Assembly passed that all May Elections will be moved until the General Election Day in November. Mayor Dodi advised that the Reorganization Meeting for the Town of Lebanon will be moved until January first. Items for Discussion: Farmers Market EBT Ms. Nunley advised that the application to enable the Town ofl Lebanon Farmers Market to process EBT cards has been completed. Little League All-Stars Mr. Gilmer advised that he was approached by two' Town Citizens requesting a donation for the Little League All-Stars team that will be competing at the State Competition. Mr. Gilmer proposed the Town Council donate $250 to $500 to the Little League AIl-Stars. The Town Council discussed the Little League donation. They discussed how tol handle any future donations Upon motion made by Mr. Fields, seconded by Mr. Lambert, the Town Council unanimously voted to donate $500 tol Lebanon Little League All-Stars 9-10 age group. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Stanley, Aye; Mr. Leonard, for any group. Aye; Mr. Lambert, Aye. Appoint ARPA Committee Mayor Dodi advised that the Town must appoint an American Rescue Plan Act Committee to manage the ARPA funds. Mayor Dodi presented the list for the. ARPA Committee: Nelson A. Blankenship and Upon motion made by Mr. Leonard, seconded by Mr. Gilmer, the Town Council unanimously voted to appoint Nelson A. "Tony" Dodi, Scott J. Gilmer, M. Elijah Leonard, A. Doyle Fields, Kevin L. Blankenship and Beverly Stinson for the American Recue Plan Act Committee. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Stanley, Aye; Mr. Upon motion made by Ms. Stanley, seconded by Ms.. Jackson, to approve moving forward with the project for the Parks & Recreation/Lebanon Swim Team's storage building next to the pump house. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Nay; Mr. Gilmer, Nay; Ms. Mr. Leonard stated that this project is not on the donation list that was discussed and its not budgeted. Mr. Leonard discussed the money the Town Council has already allocated for the Lebanon Swim Team for the anchor and platform at the pool. Mr. Leonard suggested renting a storage facility to store the Swim Teams supplies in during the winter months. Ms. Stanley Beverly Stinson. Leonard, Aye; Mr. Lambert, Aye. Stanley, Aye; Mr. Leonard, Nay; Mr. Lambert, Nay. suggested that the Lebanon Community Center needs extra storage for the Pool equipment. The Town Council discussed the Swim Teams Storage building. VII. Town Managers Report Mr. Blankenship presented a quote from Clockwise for a Genus IBiometric clock that each employee would clock in/out with by using their fingerprint at a cost of $9,500 for five clocks or $11,400 toj purchase six clocks. The Clockwise system is compatible with Southern Software system. The Town Council discussed purchasing the Genus IBiometric clocks. The Town Council agreed to review other options that would be compatible with Southern Software system. Mr. Blankenship presented al MOU with the Town of] Lebanon and' Tazewell County PSA. This MOU would allow Tim Taylor to continue to work with the Town ofLebanon with the telemetry services. The Town Council discussed the MOU with the Town of] Lebanon and Tazewell County PSA. The Town Council agreed for Mr. Tiller review the MOU before the next Town Mr. Blankenship requested the' Town Council extend the contract with The Lane Group because the Town must have an Engineering Firm to apply for the DEQ Virginia Clean Water Financing Upon motion made by Mr. Gilmer, seconded by Ms. Stanley, the Town Council unanimously voted to approve for Mr. Blankenship to work with Mr. Tiller to approve and amend as necessary the current agreement with' The Town of Lebanon and' The Lane Group specifically for the Virginia Clean Water Assistance Program and Southwest Virginia Pilot Program.
