Upon motion made by Mr. Gilmer, seconded by Mr. Fields, the accounts payable for the month of May was unanimously approved. The Town Council recessed from regular session, 6:03 P.M. B. Mayor Dodi opened the public hearing: 6:03 P.M. C. Kelly McBride on behalf oft the Russell County Library requested the Town Council allocate in the 2021-2022 Budget to donate $6,000 to the Russell County Library. She stated that the raise in minimum wage had impacted the library. VIII. Mayor Dodi closed the public hearing, 6:05 P.M. IX. Public Hearing to consider: Cigarette Tax Ordinance A. B. C. The Town Council recessed from regular session, 6:05 P.M. Mayor Dodi opened the public hearing: 6:05 P.M. Dustin Keith, with the Russell County Prevention Coalition, addressed the Town Council regarding their mission to reduce substance abuse especially in the youth within the county. He advised that they are in support oft the Cigarette Tax to discourage the purchase of cigarettes. He advised that studies show that for every 10% increase in cigarettes there is a 7% percent decrease of use within the youth. X. The Town Council returned to regular session, 6:15 P.M. XI. Ms. Halsey presented an update regarding the Cigarette Tax. She advised that the stamps are here. Providing the Ordinance is passed tonight she will mail certified letters to all the retailers tomorrow. She requested to be the inspector for the retail stores plus she will take al Police Upon motion by Mr. Fields, seconded by Ms. Stanley, the Town Council unanimously voted to approve the Cigarette Tax Ordinance as presented. Recognition John Jackson Graduate from the Police Academy Chief Deskins presented Officer Jackson with the Law Enforcement Code of Ethics. Officer Jackson accepted the oath by saying "IDo." Mayor Dodi and each Town Council Member expressed their gratitude for his willingness to serve as a Police Officer and for his service in the Military. LHS Wrestling Team Mayor Dodi along with Coach Conley presented the Wrestling Team with their certificates. Parks and Recreation - Shane Farmer Mr. Farmer presented a summary of the Cedar Fest Events. He stated that he worked to shuttle the people to and from their vehicles. He stated that all the public expressed their gratitude for all that the Town provided for the Cedar Fest Events. Mayor Dodi advised that now is the time tos start working on the 2022 Cedar Fest Event. XIV. New Business Pavement Marking Bid Opening Mayor Dodi opened the seal bids for the Pavement Marking Bid: Payne's Parking Designs Incorporated Clatterbuck Pavement Markings $2,107.39 $56.20 Mayor Dodi advised that Mr. Blankenship meet with Mr. Leonard to review the bids before anyone was awarded. XV. Public Request Mr. Bill Akers with Lebanon Lifesaving Crew advised that he would like to follow-up with the Town Council with the concerns from the April Town Council meeting. He stated that the Board ofDirectors for the Lebanon Lifesaving Crew reviewed their financial status therefore they are currently working on a new business plan for the Lebanon Lifesaving Crew. He stated that it seems the Lifesaving Crew will start considering themselves more as al Business than as a Civic Organization. He advised that by operating more as a Business they will generate more revenue and create more opportunities for growth plus continue to serve the' Town & County. He advised that as of now the Lebanon Lifesaving Crew was not going to ask the Council to manage or supplant their current organization. He stated ift they would come back to the Council for help it would be for a specific project or piece of equipment. XVI. Town Managers Report Mr. Blankenship advised that he had worked with Mr. Farmer and Mr. Gilmer regarding the Russell Theater façade to come up with an estimate cost. He stated that they felt a good estimate for material and labor for completion of the façade should run around $170,000. Mr. Gilmer explained the importance of making sure the cost estimate for the façade was within 10% of the Mr. Blankenship discussed the quotes for phone and internet service for the Town of Lebanon. He received two quotes one from Point Broadband for $1,669.01 per month and the other from Upon motion made by Ms. Stanley, seconded by Mr. Lambert, the Town Council unanimously voted to accept Point Broadband's bid to change all internet service and phone service 100% to Point Broadband. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer Mr. Blankenship discussed building the Swim Team a 10' XI 16' storage building. He suggested allowing Mr. Meade to proceed with the concrete pad and sidewalks at a quoted price of $4,685.90. He advised that Steffey Construction quoted $5,800 for labor plus under $6,000 for material to complete the storage facility. The Town Council discussed this project. Mr. Gilmer requested Mr. Blankenship receive another quote for the storage building because the procurement policy states that anything over $5,000 must have at least two quotes. actual bid to satisfy DHCD for use oft the grant funds. Mr. Blankenship advised that Mr. Lambert request he get a quote from Cintas regarding renting Upon motion made by Mr. Lambert, seconded by Ms. Stanley, to switch from Aramark to Cintas for renting to uniforms for Town Employees. The Town Council discussed changing from Aramark to Cintas. Mayor Dodi ask Mr. Lambert to withdraw his motion and Ms. Stanley uniforms for the Town Employees. withdraw her second and table this issue until the next meeting. XVII. Recess: 7:36P.M. XVIII. Resume: 8:03 P.M. XIX. Town Managers Report Mr. Blankenship discussed the quote for the bathrooms at. J.S. Easterly Park. Mayor Dodi presented a map showing aj parcel of land just beyond the Russell Place that the Russell County IDA would like to give to the Town ofLebanon for $1 to use as a park, shed area, recreation toys for kids or whatever the Town would like as outdoor use. Upon motion made by Mr. Lambert, seconded by Ms. Jackson, the Town Council unanimously voted to accept from the Russell County IDA the parcel of land as presented for $1. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Stanley, Aye; Mr. Leonard, Aye; Mr. Lambert, Aye. Mayor Dodi discussed the Sky Solar proposal. He advised that Sky Solari is requesting a 20-least toinstall solar panels in some oft the Town Facilities at no cost to the Town but in turn they will pay the' Town ofL Lebanon a monthly least fee. The Town Council discussed the Sky Solar proposal. Mayor Dodi advised that they would be back to meet with the Town Council in. July. The Town Council discussed the invoices from the Fire Department, the County is sending more Mr. Lambert advised that the Lebanon Fire Department just purchased a new cascade to replace the old cascade system. He stated they had two options; the first one is the company they purchased the new one from is willing to give $1,000 for the old system, the second one option would be to donate to one ofLebanon' s surrounding agencies. He advised that the Town of Cleveland was in great need of a cascade system and Mr. Lambert requested Mr. Tiller provide a Upon motion made by Mr. Lambert, seconded by Mr. Leonard, the' Town Council unanimously voted to donate the old cascade system to the Town of Cleveland Fire Department pending full disclosure notice from the Town Attorney. Town Chief of Police Report Chief Deskins discussed the Police report. Chief Deskins presented an update concerning the Police Officers body cameras. XXI. Town Attorney Report Mr. Tiller advised that he had nothing new to report. XXII. Committee Reports and Recommendations Mr. Gilmer discussed that during the Downtown Revitalization budget revision the importance for Mr. Blankenship tol look at other streetscape projects such as redoing the wall on Lohr Street. He requested that Mr. Blankenship replace the poles in the Downtown areas to match the new black Mr. Gilmer advised that the Town Council should consider awarding the Pavement Markings bid tonight. He stated that he didn't feel it was appropriate to call a bidder to verify if their bid amount was correct. He advised that ift both bidders were given the same form, it was their Mr. Gilmer advised to purchase more pool furniture. Aye; Mr. Lambert, Aye. at 4:30P.M. Ms. Stanley discussed the banners and designs. Mr. Lambert, Chairman of Sanitation Committee, stated his appreciation for the Sanitation Department and the great job they did with the Cedar Fest Event. Mr. Lambert advised that some Lebanon Businesses and Citizens were not following the' Town Code regarding trash. Mr. Leonard, Chairman of Street Committee, advised that the remaining State Street Budget balance is $375,513.00 as of May 31, 2021. He discussed all the preapproved cost. He stated that ift there was any remaining State Street funds the Town will allow Cleco Corporation to invoice Mr. Leonard advised that Paynes Parking Designs on the bid included items that the Town requested not to mark in the bid package. He subtracted those items from the bid therefore: it changed their bid to $62.39 which it still higher than Clatterbuck Pavement Markings at $56.20. Upon motion made by Mr. Leonard, seconded by Mr. Gilmer, the Town Council unanimously voted to award the Pavement Markings Bid to Clatterbuck Pavement Markings for a three- years at the rate of $56.20 per foot. Old Business Delinquent Business License Tax and Nuisance Property Mr. Leonard discussed the delinquent Business License Tax. Mr. Leonard discussed in detail the Nuisance Properties, Junkyard and Inoperable Vehicles. Mr. Tiller advised that on the smaller Nuisance Properties the Town can file a Criminal Warrant Class II Misdemeanor instead ofa Civil Suit. XXIV. Enter closed session: 9:55 P.M. A. Upon motion made by Mr. Gilmer, seconded by Ms. Stanley, the Town Council unanimously voted to go into closed session under Code Section 2.2-3711(A)0C7) for the purpose of personnel and legal issues.
