Employee Service Recognition Mayor Dodi presented the Town ofLebanon Employee Service plaques. Ben Chafin Resolution Mayor Dodi presented a resolution in honor of Augustus Benton "Ben" Chafin, Jr. Upon motion made by Ms. Jackson, seconded by Mr. Leonard, the Town Council unanimously voted to approve the resolution for the! Honorable Augustus Benton "Ben" Chafin, Jr., as presented. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Stanley, Aye; Mr. Leonard, Aye; Mr. Lambert, Aye. C. Signage for Lebanon Community Center The Town Council discussed the new signs for Town ofLebanon Park Shelters. The quote from Pro Image Graphics is for the amount of $760 and the quote from the Sign Shop is for $880. Mr. Gilmer requested clarification on the Sign Shop quote to see ifinstallation was included. The Town Council agreed to purchase five signs for the shelter and a smaller sign for the Old Mill Upon motion made by Mr. Gilmer, seconded by Ms. Stanley, the Town Council unanimously voted for Mr. Blankenship to proceed in purchasing the signs for the Lebanon Parks at the lowest bidder as discussed. Cedar Fest Draft Brochure Ms. Stanley presented the Cedar Fest Brochure which includes all the 2021 planned events. Mayor Dodi advised that the Lebanon High School graduation will be. June 13, 2021 at 4:00 P.M. on the Lebanon Middle School football field. Therefore, the Cedar Fest Gospel Day will need to be moved to the Lebanon Middle School campus or the Government Center. The Council agreed to move the Cedar Fest Gospel Day to the Government Center. The Town Council agreed to make some changes to the Cedar Fest Brochures and for Ms. Stanley tol bring a corrected copy to Mayor Dodi advised that the Town has already paid deposits to the entertainment groups with a remaining balance of $33,850. Mayor Dodi has secured as oftoday $25,000 in donations which should cover all expenses for this fiscal year. Mr. Gilmer requested that Mr. Blankenship budget the March 8, 2021 meeting for approval. in the next fiscal budget for the events after. July 1, 2021. E. State Street Projects Mr. Blankenship presented a spreadsheet of State Street Projects for discussion. He advised that on the Russell Street project, the Town cannot use State Street Funds because this project is new construction therefore, they can use the downtown revitalization funds. Mr. Gilmer recommended for Mr. Blankenship to move forward with all the urban maintenance street projects but none oft the new projects listed under Mr. Meade's projects. Mr. Blankenship discussed the flood issue on Pittston Road near Pals. Mr. Fields requested Mr. Blankenship move forward to apply for a DEQ permit for the construction on Pittston Road. Mr. Blankenship discussed placing a sidewalk on Technology Road, Kens Construction prepared a rough estimate of$485,000 for this project. Mr. Blankenship presented a quote for paving the necessary roads for this fiscal year. Mr. Gilmer requested for Mr. Blankenship to schedule W-L Construction for paving for. June 2021. Mr. Gilmer requested for Mr. Blankenship to meet with Clatterbuck Pavement Markings for any area on! Main Street that needs remarked. Mr. Gilmer advised that the contract with Clatterbuck Pavement Markings had expired but Mr. Clatterbuck was willing to extend his contract through June 30, 2021 with a 3%i increase, the Town Council agreed to extend the contract with Mr. Clatterbuck with a 3% increase. XII. Recess: 6:52P.M. XIV. Resume: 7:21P.M. XV. F. Tobacco Policy Ms. Stanley advised that she had made a couple of changes to the Tobacco policy. The Town Council requested an updated version oft the Tobacco Policy sO the Council can vote at the March gth meeting. F. Emmanuel Baptist Parking Lot issue Mr. Blankenship advised that he had looked at the Emmanuel Baptist water issue, with the help ofBilly Hughes and Robbie Meade, he felt like the total cost should be around $4,000. Mr. Blankenship presented a detail report of what the project would consist of. Mr. Gilmer stated that he would like for the Town to take care of cost oft the materials and labor on the Town's right ofway. XVI. Enter closed session: 7:50P.M. A. Upon motion made by Ms. Stanley, seconded by Mr. Lambert, the Town Council unanimously voted to go into closed session under Code Section 2.2-3711(A)(I): for the purpose of personnel to discuss personnel evaluation and benefit items.
