The meeting was called to order by Mayor Dodi. Prayer: Mayor Dodi Pledge of Allegiance Agenda Ms. Stanley requested to add Christmas Discussion to the agenda. V. Bid Opening Russell Theater Restoration Project Equipment and Furnishings-Phase III Mayor Dodi advised that the bids for the Russell Theater Restoration Project Equipment and Furnishings-Phase III was opened this morning at 10:00 A.M. He stated that the successful bidder is Steffey Construction with Donnie Higgins as subcontractor for the lighting, sound, stage, screen etc. He stated that the bid was advertised with negotiations. In order to move forward with the ARC Grant, he advised that the Town Council needs to approve the contractor contingent upon contract negotiations. The Town Council discussed the project and the amount Upon motion made by Mr. Gilmer, seconded by Ms. Jackson, the Town Council unanimously voted to approve the bid for the Russell Theater Restoration Project Equipment and Furnishings from Steffey Construction contingent upon contract negotiations. Cedar Fest 2023 Discussion Mayor Dodi presented several names of Artists from Kent Martin with SRO Productions to consider for Cedar Fest, July 4th and the Beach Party. The Town Council requested Mr. Dodi check pricing and availability for the following Artists: Marty Stuart, Corey Smith, Jon Langston, Morgan Wade, Chase Wright, Chase Matthew, Mark Chestnutt, Morgan Wade, The Band of Oz, On the Border, The Nitty Gritty Dirt Band, Scythian plus the following local bands: Simply Us, Torn Rhythms, IfBirds Could Fly and Tony Brown. The Town Council discussed the 2023 events. VII. Town Manager Report Van Quotes Mr. Shortt presented three quotes for a Chrysler Pacifica Touring L. The first one 2022 model with 19,000 miles price $39,000, second one 2019 model with 77,000 miles price $28,000 and a 2018 model with 64,000 miles price $24,000. The Town Council discussed the quotes. The Town Council agreed to set the parameters for a van for a price under $30,000, 2018 or newer and not over 75,000 miles for Mr. Shortt to search for the November council meeting. Sidewalk Quote Mr. Shortt presented a sidewalk quote that Robbie Meade prepared for the Curklins Restaurant to the Old Mill parking area for the amount of $3,129.26 plus a quote from Steffey Construction for post, trim and railing for the amount of $2,700. Mr. Shortt advised that the sidewalk needed to Upon motion made by Ms. Jackson, seconded by Mr. Gilmer, the Town Council unanimously voted to approve for the Town Employees to move forward with the Sidewalk at the Curklins Restaurant and Old Mill Park area plus Town Employees install the post, trim and railing. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. Stanley, Aye; be finished before the paving is done at the Curklins Restaurant. Mr. Leonard, Aye; Mr. Lambert, Aye. Personnel Policy Mr. Shortt advised that with reorganization in January 2023 perhaps the Town Council would like to review and make the necessary changes before January to the Town ofLebanon Personnel Policy manuel. Police Radios Mr. Shortt presented police radio quotes. He advised that he and Chief Deskins met with Bo Bise to discuss these radios. Chief Deskins advised that he thought the Town was clear concerning procurement for the radios through the County but not sure concerning the other equipment. The turnkey amount for the radios system should be around $106,000. The Town Council discussed the radios. Mr. Gilmer advised that the Town needed to invest $100,000 for police radios but he was not comfortable moving forward until the Town is sure that the County has procured all the radio equipment out. Surplus Total Auction. Mr. Shortt presented the surplus total amount of $20,715.75 from the October 1, 2022, Surplus Mr. Shortt presented quotes from Worldwide Equipment for a Kenworth Roll offTruck for the amount of $255,000 and a Mac Roll OffTruck for the amount of $220,000. The Town Council agreed for Mr. Shortt to discuss with Worldwide Equipment concerning the Town being placed on the rotation list ifthere were any strings attached ift the Town decided not to participate. Ms. Stanley questioned Mr. Shortt that at the last Water and Wastewater Committee meeting Chris Dye stated that he would get quotes for the lighting at the Water Plant. Mr. Short advised that Mr. Dye had contacted Lighthouse to get some quotes which should be here by the November Council meeting. Ms. Stanley stated that at the meeting Mr. Dye was to check on bench meter and online meter. Mr. Short advised that after checking with Hach concerning the bench meters they may not need to be replaced just serviced. Ms. Stanley questioned the status of the gate at the Wastewater Plant. Mr. Shortt advised that a company from Johnson City and a company from Kingsport should be here this week to give a quote on the gate plus he is trying to reach another company from Mount Airy for a quote. The Town Council discussed their security Ms. Stanley advised that for the Thanksgiving Dinner Event they will need 25 tables plus about concerns with the gate not working at the Wastewater Plant. 150 chairs at the Lebanon High School on Wednesday before the event. VIII. Entér closed session: 6:27P.M. A. Upon motion made by Mr. Lambert, seconded by Mr. Leonard, the Town Council unanimously voted to go: into closed session under Code Section 2.2-3711(A)(): for the purpose to discuss personnel issues.
