Lebanon Town Council Reconvened Meeting Town Hall, Lebanon, Virginia Monday, June 20, 2022 6:00P.M. Council Members Present: Nelson A. "Tony" Dodi, Mayor DeAnna C. Jackson, Vice- Mayor A. Doyle Fields, Council Member Scott J. Gilmer, Council Member Mary J. Stanley, Council Member M. Elijah Leonard, Council Member W. Bradley Lambert, Council Member A. The meeting was called to order by Mayor Dodi. Prayer: Mayor Dodi Pledge of Allegiance Approve 2022-2023 Budget Mr. Gilmer advised that the only change he had for the 2022-2023 Budget is the Town Council members. He stated that in the proposed Budget there is a $500.00 pay: increase for the effective. January 1,2023. He stated that he would propose to change the increase Upon motion made by Mr. Gilmer, seconded by Ms. Stanley, the Town Council voted increase the Town Council monthly pay by $100.00 and increase the Town $100.00. amount to to effective January 1, 2023. Mayor by $110.00 The Roll Call vote was as follows: Ms. Jackson, Nay; Mr. Fields, Nay; Mr. Gilmer, Aye; Ms. Mayor Dodi questioned the tax relief for the Town Citizens. Mr. Leonard advised that it will arelief for the citizens with Real Estate in good standing with the Town as of Mayor Dodi advised that hel has aj problem with mailing a tax relief check and May then water and sewer rates for the Town Citizens. Mr. Leonard advised the water and raising the have been subsidized with taxes therefore, the water and sewer rates need to be increased sewer rates to care oft their department financial needs and give the citizens a break on the taxes. Mayor Dodi requested the Town Council review their calendars to schedule the annual employee picnic. Mayor Dodi advised that Mr. Leonard's idea to schedule the annual employee picnic on a Upon motion made by Ms. Stanley, seconded by Mr. Leonard, the Town Council unanimously voted to approve the annual employee picnic for August 9, 2022, starting at 6:00 P.M. at the Town Park shelter and pool. Delinquent Meals & Lodging Mr. Leonard advised that several have been delinquent multiple months on their meal's taxes. He stated that he felt the Town need to move forward with the legal process on these past due taxes. Mr. Leonard requested that Mr. Tiller move forward to the next step after placingj judgement for the delinquent meals tax for Stone Cellar as Michelle Duty owner. The Town Council discussed the delinquent meals tax. Mayor Dodi advised that he would like for Mr. Tiller to inform the businesses on the delinquent meals and lodging taxes that they are in violation oft the Virginia law Upon motion made by Mr. Leonard, seconded by Mr. Fields, the Town Council unanimously voted to move forward with legal action with all delinquent meals and lodging tax of60-days or greater. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Ms. by collecting the taxes and not paying the Town the required percentage. Stanley, Aye; Mr. Leonard, Aye; Mr. Lambert, Aye. VII. Mayor Dodi advised that he spoke with Senator Todd Pillion concerning the Town ofLebanon's Ordinance regarding Suboxone Clinics. Senator Pillion had forwarded the Town's request to the Attorney General and he will update the Town Council regarding the progress. Mr. Leonard advised that he spoke with Mayor Dodi concerning the Virginia Code 37.2-406 Conditions fori initial licensure of certain providers. He advised that he sent this information to Senator Pillion also. Mr. Leonard questioned Mayor Dodi regarding ifk he spoke with the town attorney concerning this code. Mayor Dodi advised that he would geti in touch with Mr. Tiller. Notwithstanding the Commissioner's discretion to grant licenses pursuant to this article or Board regulation regarding licensing, no initial license shall be granted by the Commissioner any to a provider of treatment for persons with opiate addiction through the use of(i) methadone or (ii) opioid replacements other than opioid replacements approved for the treatment of opioid addiction by the U.S. Food and Drug Administration ifthe provider is tol be located within one- halfi mile ofaj public or private licensed day care center or a public or private K-12 school, when such service is provided by al hospital licensed by the Board of Health or the Commissioner except Mr. Leonard read part oft the Virginia Code 37.2-406: ori is owned or operated by an agency ofthe Commonwealth. The Town Council discussed this Virginia Code. Mr. Lambert advised that he and several other council members have received several citizen complaints regarding the park facilities not being clean. He requested Mayor Dodi pass this information along regarding this issue to Mr. Shortt. VIII. Adjourn: 6:59 P.M.
