Mayor Dodi advised that after the public hearing for the 2022-2023 Budget, the Town will need to wait at least seven days to approve the 2022-2023 Budget. Council XIII. Public Request: Spero Health-Valerie Reynolds Valerie Reynolds, Facility Administrator for the Norton and Lebanon stated that from Russell County. She introduced the Spero Health team members Offices, Dr. Crowder from she is Kentucky, Lora Tiller used to work for Dr. Yousufin Lebanon, David Hayden and Edward Littlejohn. Mayor Dodi advised that at the last Town Council meeting some citizens concerned about another suboxone clinic coming to Lebanon. He advised that Lebanon was a population of around 3500 people currently within the Town there are five or more suboxone has clinics which is a concern of why the Town would need SO many clinics. Ms. that Spero Health isj just not a suboxone clinic, work with behavior health, integrate Reynolds health advised for patients, Counselors on site, case management, Nurse Practitioner on site and jobs. Ifthey are homeless, they help them get housing and help them Medicaid. help patients get that in other areas they have received full support from the Towns. Aye; Rocky Hill-Gods Rock Stars Rocky Hill stated that he and his wife started a special needs program called Gods Rockstars. advised that they are non-profit. He stated that the program provides different sports such as He softballbaseball, basketball, floats forj parades and even aj prom for the kids. Mr. Hill stated that Amanda Cook's son Preston is involved with his group therefore Amanda advised him that Lebanon recognizes August 22, 2022, as SMA Awareness. He requested to use the Lebanon Ballfield August 21, 2022, to play ball at 6:00 PM: for a couple hours and use the shelter and splash pad. Mr. Lambert expressed his appreciation for Mr. Hill's organization tol within our area. Mr. Hill stated that with little Preston Cook the doctors said he wouldn'tsurvive help the kids much less walk but at the Prom he stood for the first time. Upon motion made by Mr. Lambert, seconded by Mr. Leonard, the Town Council voted to approve for Rocky Hill with Gods Rockstars to use the ballfield plus any other unanimously facility they request ifavailable at: no charge. James Nunley Pastor at Cedar Pointe Baptist Church expressed his appreciation for the Town Council in making decisions regarding the Town. He expressed appreciation for Spero Health attending the meeting to share information regarding their facility. He stated that his concern the number of Suboxone Clinics within the Town as well as Spero Health's location near the was Tara Null stated that she is a licensed profession counselor and certified substance abuse counselor in the State of Virginia that has worked for a local Health Care Facility that medication assistance treatment to individuals who have addiction disorder for the provides She stated that there is a drug problem in our area which everyone is affected it. past She six years. that treatment is just not taking medication but medication is designed tol help by alleviate advised withdrawal symptoms SO the individuals can focus on their mental health to return to a normal life. She stated that she speaks with al lot ofindividuals with assault treatment with several other providers within the Town, those individuals do not receive the proper treatment needed such as drug screening, pill count, individual counseling or group counseling to hold them their actions. She stated that she is not against this type oftreatment, and it can be responsible successful, for people can recover from drug addiction. Ms. Null stated her concern was from the number of and providers within the Town and lack oft these providers following State Laws. Hut and possible issues ifs someone was denied medication or care. Play Randy Burke stated that he and his wife are very compassionate about addicts. He stated that the best thing is to help individuals stop before it becomes aj problem. He stated that when he was in substance abuse counseling that he was told you cannot get high or overdose on Suboxone but that is not true. Mr. Burke stated that he did not like what these treatment facilities was doing to our people. He stated that people come from West Virginia, Kentucky plus your police receive several calls from issues at the addiction treatment facilities. Mr. Burke requested ift the Town allowed these facilities just for the income they bring to the Town. He presented the Town Ordinance that was approved by the Town on February 25, 2004, concerning Suboxone Clinics. He stated that he loved the Town therefore he didn't want the existing Suboxone Clinics here Tara Dye from Cleveland advised that she had some questions for the Spero Health group. She questioned what is the percentage rate ofs substance abuse individuals that have full recovery. Dr. Crowder advised that its according to the individual. Some it will be a long treatment for them to fully recovery because this issue didn'thappen overnight. He explained the process for which patients are treated. Ms. Dye questioned their success rate. Dr. Crowder stated that most after completing the program continue to stay clean. Ms. Reynolds advised that she had one patients mother who completely turned her life around and is now getting her kids back. Ms. Dye advised that she has an office near the methadone clinic at Claypool Hill area and lost two patients due to traffic accidents involving individuals coming from the methadone clinic. She stated her concerns with this clinic being next to the Play Hut in the event of someone being denied Eddie Hall, Lebanon Resident, expressed his concerns with the location being near the the number of Suboxone Clinic within the Town and with School Buses backed up in front Play oft Hut, the Wanda Burke, Lebanon Resident, stated that the only thing that leads to full recovery is. Jesus Christ. She advised that when you hear someone say they have been on Suboxone for and now just starting to wean them off. She advised that she loves all the individuals with 10-years addiction and has met thousands within the past fifteen years. She advised that Mark Mero will be in Town September 14 and 15, 2022, with Community night on September 15, 2022, at 7:00. Ms. Reynolds advised that Spero Health would like to be part ofthis event. Ms. Burke stated that Scott Hughes, Town Resident, stated that he is a career nurse that suffers from an alcohol addiction which stated that his treatment isj just water. He: stated that his wife was a career nurse also who became addicted to narcotics by a local physician who is no longer in business. He stated that individuals must desire to be better before they can overcome their addiction. Dawn Smith, Local Resident, stated that she was. here as an advocate for all the kids. She advised that the Spero Health seems to be a full-treatment facility but some oft the other clinics started out with the same goal but then guidelines are not followed as time passes. She may have questioned how we as a community can stop these problems before it becomes an issue. Ms. Smith stated that she doesn't want these clinics in the Town. She advised that businesses these clinics have customers that are scared oft the people that are patients at these clinics. close much less another one. medication. location in the mornings. this is just Mark Mero's event. to Larry Hughes, Local Resident, presented the Town Ordinance that was approved several years ago at a' Town Council meeting which he attended and also spoke regarding Suboxone Clinics. Mr. Hughes questioned ift this Ordinance was still in effect. Mayor Dodi advised that the Town Council will seek legal counseling regarding this Town Ordinance. Mr. Hughes stated that ifthis ordinance is still valid these Suboxone Clinics would be in violation at the current locations. Mayor Dodi thanked each person for attending the Town Council meeting and spoke plus thanked Spero Health for attending the meeting as well. He advised that the Town would follow State guidelines. He stated that the Town Council shared the concerns that was spoken tonight. He stated that it is very difficult to explain the need for even one Suboxone Clinic much less six or seven. Mr. Leonard stated that he was completely against another Suboxone Clinic coming to the Town. Mr. Leonard advised that it is not about the money to the Town Council for the clinics because the gross sales for all oft them last year only had a total of $739,000 which the Town received $1,963.00 in Business License Tax. He advised that the location for the new clinici is only next to an established business that provides pediatric treatment, speech therapy, occupation therapy and soon physical therapy. He stated the Town partners with drug task force, and stated that Suboxone was the second most commonly illegal sold drug in Russell County next they to Ms. Jackson questioned the period most patients are treated by Suboxone. Dr. Crowder stated it has al lot to do with each patient, maybe how bad they are addicted or how long aj period they have been addicted. Ms. Jackson questioned how patients can sell Suboxone. Dr. Crowder advised that Spero Health requires a drug test to make sure the patients are using it correctly and pill count, ifthe patients don'tp participate, they deny their prescription. Dr. Crowder advised that he used to be a pediatric physician but after losing a close friend to an overdose that he left his career. He: started working with drug addiction even taking aj pay cut because oft the great he had for drug addiction patients. David Hayden with Spero Health advised that he is from passion a small town in Kentucky, he stated that hel has personally saw the damage caused by addiction and also the benefit that treatment can have on individuals. He advised that not all oft their receive medication some only counseling. Mr. Hayden stated that they require all oft their patients toa attend counseling plus they do not prescribe excess amounts ofi medication. Amy Chapman, local business owner, questioned what method of protection Spero would provide for other businesses within that building. Mr. Hayden advised that they weed out patients that are Rebecca Rose, local business owner, stated that she already had customers that stated seel Dr. Gregory who is located near a Suboxone Clinic that quit going to his office due they the scared of the Suboxone Clinic patients plus lots oftraffic. She advised that she cannot afford being to lose customers plus the location is really bad. Ms. Rose advised that now: she never locks her car doors but after the clinic is opened, she will lock her car doors plus her shop. Ms. advised that some oft the offices are all ladies. She is not scared plus she stated these Reynolds same are at Wal-Mart, churches other places within our Town. ChiefDeskins stated that there was an issue with the camera that required Jacob Musick to assist. The Town Council requested Mr. Shortt check on system. Mr. Gilmer stated that he is still interested in placing rock on the Baptist Church Wall but was waiting for the amount of funds lefti in Urban Maintenance. Mr. Leonard advised that Steffey Construction quoted an estimate of $27,600.00 for the Baptist Church Wall. Mr. Gilmer stated that he reviewed the Town's Financial status several times. He stated that Town Council didn'tincrease the water: rates, there would be a negative of around $75,000.00 ifthe to $90,000.00 in the budget for the water. Mr. Gilmer requested the Town Council members revisit the water rates. Mr. Gilmer advised that the water rates are still short of what inflation has been for the past several years due to the Town Council's concern about raising the rates for the Town citizens. He advised the Mr. Farmer stated regarding VDH Funding, ift the Town's rates are not competitive then VDH would only award loans and not grants because VDH bases their decision on aj percentage ofhow aggressive a Town is on their water rates. Mr. Gilmer advised that he revisited the PER's the distribution side PER: is $2.5: million, the PER for Wastewater Plant is $6.7n million and the PER for the Water Plant is $3.7: million. Mr. Gilmer advised that the Bond payment that the first two years the payment is lower but this fiscal year that amount will balloon back up to $115,000.00.
