Lebanon Town Council Reconvened Meeting Town Hall, Lebanon, Virginia Monday, May 22, 2023 4:001 P.M. Council Members Present: Nelson A. "Tony" Dodi, Mayor DeAnna C. Jackson, Vice- Mayor A. Shortt, Town Manager Staff Members Present: Staff Members Absent: I. II. III. IV. The meeting was called to order by Mayor Dodi. Prayer-Mayor Dodi Pledge of Allegiance Water/Wastewater Mr. Chris Dye discussed the new EPA rules concerning lead and copper in drinking water lines. Mr. Dye advised that in the past the Town has provided some lead and copper sampling within the Town. Previously the Town has been only responsible for the water to the customer's1 meter. Mr. Dye stated that thel EPA is concerned about the amount of lead in drinking water, but the lead is not coming from the water source it is coming from the lines. He advised that nowi the Town must identify all service lines from the main to the point of entry to the residence. The Town must identify all schools and daycare centers plus provide five water samples in the school and two water samples in each daycare facility. He stated if the Town identifies that it has a lead service line feeding to residence homes the Town must notify each citizen with a forty-five-day notice that the Town is changing that line plus provide up to six months after the line has been changed a water pitcher and six-month supply ofwater filters. Mr. Dye stated that the responsibility oft the property owner once lead is found ini their lines the Town maxes two good faith attempts for the citizen to update their lines or at the third attempt the citizen sign a waiver that they refused to replace their lines. Mr. Dye advised that in order to be in compliance both the public lines, which is the Town and private lines of citizens must all not contain any lead lines. He advised that ifthe Town changes all their lines plus have proof, they have contacted the citizens twice and signed a waiver the third time it won'taffect the Town from getting any funding. The Town Council Mr. Dye advised that the Health Department has funding available for the inventory. He stated that he plans to attend a PDH class. June 26, 2023. Mr. Gilmer questioned ifthe Town needs to provide an RFP for the scope ofwork in order to get an estimate oft the cost for this project. Mr. Dye stated that he has ai meeting scheduled with 120 Water to discuss an RFP for this Mr. Dye advised that EPA are m onitoring PFAS found in Teflon coating or raingear. He stated that for years these items went to landfills now they are leaching out. They are now starting to look at water and wastewater for PFAS. Also, they are starting to monitor Cyber Mr. Lambert stated that when the Water Plant has solids and ponds which are hauled by Collins Septic and Blevins Septic to the Wastewater Plant at a fee of $250 al load. He stated that they haul around thirty to forty loads around four times a year. He stated that each time cost approximately $11,250 plus an annual cost of approximately $45,000. Mr. Lambert advised that the Town could purchase their own pump truck or aj pull behind pump for around Mr. Lambert advised that at the Water Plant, they are trying to phase out all lights to LED lights. Mr. Dye stated that they already have a majority oft the lights, it is just the process of Mr. Lambert questioned the status on quotes to repair the gate at the Wastewater Plant. Mr. Dye stated that hel has one quote from Dana Ashby. Mr. Dye stated the other closest place that provides that type of work is in Kingsport, but they haven't been able to get a quote. Upon motion made by Mr. Lambert, seconded by Mr. Leonard, the Town Council unanimously voted to move forward with Dana Ashby to either repair or place the gate at the Wastewater Plant. Street Mr. Leonard presented a proposal from W-L Construction for paving with the asphalt adjustment. He discussed the following locations: Big Cedar Project, Highland Drive, Main Street and Colony Park. The Town Council discussed repaving where the water leak was on Cleveland Road. Mr. Leonard stated that to date VDOT increased the funding for the last two quarters by $42,216.82. He advised that due to the increase it creates a surplus in the State Street Funds. Mr. Leonard stated that Robbie Meade has some concrete, curb and guttering areas that need repaired. He stated that he will have Mr. Meade provide an estimate for these projects plus rank them according to importance. VI. Personnel Russell Theater Applications Police Officer Applications Mayorl Dodi advised that the items listed under personnel needs to be discussed in closed session. VII.
