Conaway for a conditional use permit for an Automobile Sales Dealership located at 307 West Main Street in a C-1 Commercial District. Planning Commission Members Present: Judy Lockridge, Vice-Chairman David Boyd, Member J.L. Kegley II, Member David Coleman, Member DeAnna Jackson, Member Andrew R. Shortt, Member Planning Commission Members Absent: Tim Coleman, Chairman A. The Town Council recessed from regular session, 6:03 P.M. B. Ms. Lockridge opened the Public Hearing: 6:03 P.M. C. Mr. Conaway presented a briefbackground description regarding his family plus his work history. He advised that he had previously been employed at a local Chevrolet/Buick Dealership for seventeen years as a salesman but as sales manager for the past six years. Mr. Conaway expressed his love for the Town ofLebanon. He presented his plans for the. Automobile Sales Dealership, which is to use the building located at 307 West Main Street as his office, park the vehicles for sale ini the back parking area plus he stated that he signed al lease with Doug Rasnake the adjacent property owner for customer parking on the back ofl his property. He advised that his business should help other businesses within the Town, such as Banks for financing, insurance agents, mechanics for repairs, advertising in the local newspaper, his customers eating at local restaurants plus other various businesses. Mr. Conaway stated that he plans to place signage ini the front tod direct customers to the back parking area. He advised that he will only stock nice used vehicles. D. No one spoke in opposition. E. Mr. Boyd questioned Mr. Conaway ifh he would be doing the maintenance on the vehicles. Mr. Conaway stated he would use local mechanics for the maintenance. F. Mr. Gilmer questioned Mr. Conaway ifhe plans to be the only employee or will there be additional job creation. Mr. Conaway stated that he plans to hire one possibly two other salespeople to start off with but hopes to create more. jobs. Upon motion made by Ms. Jackson, seconded by Mr. Kegley, the Planning Commission voted to approve the conditional use permit application for Gregory Conaway as presented. The Town Council returned to regular session, 6:13 P.M. use permit application for Gregory Conaway as presented. Lebanon High School Forensics Team Mayor Dodi advised that once again the Lebanon High School Forensics Team is the 2023 VHSL 1A Forensics State Champions. He: presented the Lebanon High School Forensics Team the following certificates: Emma Martin State Champion in Prose Katelyn Mullins State Champion in Poetry Chloee Dillon State Champion in Serious Dramatic Interpretation Madison Robinette and Gracie Ford State Champions in Humorous Duo Kayde Cole State Champion in Storytelling Carter Dillon and Ellen Sautters State Champions in Serious Duo Kendra Horn and Cheyenne Ball State Runner-up in Serious Duo Maddie Huffman State Runner-up in Storytelling Brionna Potts State Runner-up in Serious Dramatic Interpretation Molly Bowen State Runner-up in Humorous Interpretation Landon Owens State Runner-up in Extemporaneous Speaking Jill Dixon placed 3rdi in Poetry Meagan Helton placed 4th in Original Oratory Sarah Stoots Forensics Coach Water Treatment Plant 2022 Gold Mayor Dodi advised that the Water Treatment Plant once again received the 2022 Gold from the Office of Drinking Water for achieving Virginia's Optimization Program Goals. Mayor Dodi presented the 2022 Gold Water Treatment Plant Performance Award for Excellence in Clarification, Filtration, and Backwash to Chris Dye, director for the Water and Wastewater Plants. XII. Town Managers Report Mr. Shortt presented Turf quotes for the Easterly Park and the Town Park. The quotes areas follows: Pinehurst Pros Pro. Playground Sparks @Play Prol Playground $101,183.96 Total for both parks using turf. $262,000.00 Total for both parks using turf. $154,527.46 Total for both parks using PIP rubber. $203,998.00 Total for both parks using PIP rubber. Mr. Shortt advised that the Town Employees provide the prep work. He presented a sample of the turfand the padding which would be placed in all the fall zones. Mr. Kegley questioned the life expectancy and warranty for the turf. Mr. Shortt stated the life expectancy is 20 years and the warranty is 8 years. Mayor Dodi questioned ift there were funds left in the 2022-2023 budget for this project. Mr. Gilmer stated that Ms. Stinson is working on the ARPA funds to get a correct balance therefore he suggested waiting until they have a finance committee meeting to make a Mr. Shortt presented project updates. He advised that the new basketball court is completed all Mr. Shortt advised that the Russell Theater parking lot area is almost completed at the bottom. He advised that hopefully Nathan Biown can get by this week sO the Town Employees can start working on the upper part oft the Russell Theater pavilion. Mr. Gilmer questioned if Clatterbuck Pavement Markings would be marking the parking and handicap lines at the front oft the Theater. Mr. Shortt stated he would check with Nathan Brown concerning his plan regarding the pavement markings. Mr. Shortt stated that Front Row Music guaranteed that the Russell Theater would be Mr. Shortt advised that the shooting range is ready for the concrete pad for the shelter and the lanes. The police officers have used the range already to qualify. Mr. Shortt advised that once the Russell Theater pavilion is completed the Town Employees will finish the shooting range. Mr. Shortt advised that all the Street Lights are installed just waiting for service to the meter Mr. Shortt advised concerning installation of the Lebanon Manor new waterline; the Health Department is requiring hydraulic testing. He stated that requirement is because they are changing a 4" line to a 6" line plus installing fire hydrants. Mr. Shortt stated that Chris Mullins with the Lane Group is working on the engineering part oft the hydraulic test. Mr. Shortt stated that the Town's obligation part of the ARC Grant for Russell Theater is $114,000.00 therefore the Town needs to pay the last pay app that Michael Weaver signed offon for the amount of $73,212.60. He stated that ARC has covered everything up to this point therefore instead of waiting until the end it willl look better ift the Town pays some now. Mr. Shortt advised that the Town cleared the Little League hill off at Glade Hollow Park plus decision on the turf. but the striping ofl lines and installing new fence. complete by June 1,2023. bases. took four picnic tables for them to borrow for the season. XIII. Chiefof! Police Report Sergeant Jamie Fletcher presented the monthly Police Report. Sergeant Fletcher advised concerning community policing events that the Police Department has increased their schools walk through as well as at games and parks. XIV. Committee Reports and Recommendations Mr. Gilmer, Finance Committee Chairman, advised that the. ARPA Funds are currently in a bank account with First Bank & Trust only earning .2% interest while the LGIP accounts are earning 4.7 % interest plus the general savings account at First Bank & Trust is earning 4.35%. Mr. Gilmer suggested moving the ARPA funds into the LGIP account or the general savings account. Upon motion made by Mr. Gilmer, seconded by Mr. Leonard, the Town Council unanimously voted to transfer the ARPA funds at First Bank & Trust Co. to the LGIP account.
