January Accounts Payable. Mr. Leonard questioned Mr. Shortt if the card issue had been resolved from last month. Mr. Shortt advised that Ms. Stinson is working with First Bank and Trust to take care oft this issue. Mr. Leonard requested any charges from Appalachian Powers expenses related to the Downtown Lighting make sure it comes from State Street funds. Upon motion made by Mr. Gilmer, seconded by Mr. Leonard, the accounts payable for the month of. January including the additions was unanimously approved. Recognition Leonard Kegley-Planning Commission Mayor Dodi presented a plaque to Leonard Kegley for his service on the Lebanon Planning Upon motion made by Mr. Gilmer, seconded by Mr. Leonard, the Town Council voted to approve the resolution for Leonard Kegley as presented. Lebanon Volunteer Fire Department-Master Engineer Class Mayor Dodi presented the following Lebanon Volunteer Fire Department members certificates for passing the "Master Engineer Class" which adds ranking from Firefighter to Master Engineer: Brad Cook Brandon Combs Randy Stinson Dan Bush Caleb McGlothlin Chase Campbell Caleb Stinson Chris Dye Adam Pitcher Jesse Fields Xavier Chaffin VIII. Public Request Alec Deckard-Eagle Project Request Alec Deckard advised that for his Eagle Scout Project he planned to make al historical plaque showing of when the Russell County Fair was located at the Town Park. He requested the Town Council's approval to place the plaque in the Town Park inside the track near the shelters. Upon motion made by Ms. Jackson, seconded by Mr. Kegley, the Town Council unanimously voted to approve Alec Deckard request to place a historical plaque of the Russell County Fairat the Lebanon Town Park. Positively Gymnastics Parents Crystal Breeding and Mandy French presented a power point presentation concerning Positively Gymnastics. The group originally started in 1993 as Southwest Gymnastics, which later changed their name to Positively Gymnastics. They built a new facility on Technology Park Road in 2019. They discussed age groups, teams, classes, practice times and days, owner and coaches. Positively Gymnastics has a total of 145 gymnasts this season with approximately half! living outside of the county, which brings in people to Lebanon toj purchase food and gas as well as shop. They requested the Town Council consider helping fund Positively Gymnastics teams as they travel to Regionals and Nationals this year with up to 41 gymnasts. Mayor Dodi advised them that the Town is working on next year's fiscal budget therefore the Finance Committee will consider Positively Gymnastics request. Mr. Gilmer requests they present a specific request to Dorol Martin advised that they would like to move Vet Fest event from the Russell County Fair grounds to the Lebanon Town Park. She stated that she spoke with Shane Farmer concerning availability and September 30, 2023, is available. Ms. Martin requested the Town Council's pleasure regarding her request. Mayor Dodi stated that the Town would be honored for Vet Fest Upon motion made by Mr. Fields, seconded by Mr. Kegley, the Town Council unanimously voted to approve for the Annual Vet Fest event to be at the Lebanon Town Park area. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Leonard, Aye; Mr. Wanda Burke advised that Mar Mero will be back to this area September 20 and September 21, 2023, to speak to the Middle Schools in Russell County. She stated that the Community Night will be on September 21, 2023. Ms. Burke requested the Town Council to consider sponsoring the community night again this year in the amount of $2,500. She stated that Mar Mero made a Randy Burke advised that at the Russell County Board of Supervisors meeting last week they approved an Ordinance prohibiting any Abortion Clinics from coming to Russell County. He stated that this Ordinance only covers Russell County not any of the Towns, therefore Mr. Burke requested the Town ofLebanon approve the same Abortion Ordinance. Mayor Dodi questioned Mr. Tiller concerning ift the County's Abortion Ordinance would apply to the Town or ifthey would need to approve their own Ordinance. Mr. Tiller advised that he thought the Russell County Abortion Ordinance would apply to Lebanon unless the Town adopted something Larry Hughes presented an Ultrasound photo ofhis granddaughter's unborn baby at twenty-four weeks and five days old. He expressed his standards regarding Pro Life. He requested the Town Council pass the Abortion Ordinance to prevent any clinics coming to the Town ofLebanon. Town Managers Report Mr. Shortt presented quotes for the Basketball Goal at the Town Park. He advised that Mr. Farmer recommended the Hoops Inc. quote. Austin Paving-Asphalt price Town Employees-Conerete quote $19,800.00 $3,800.00 materials and labor $4,200.00 Upon motion made by Mr. Lambert, seconded by Mr. Gilmer, the Town Council unanimously voted to move forward with the Town providing the materials and Town Employees providing the labor for ai new Basketball Court at the Town Park. Mr. Shortt presented quotes to replace the bathroom floors at the Lebanon Parks and Recreation facility. Team Red Coatings JR Ross Painting 8,164.50-3-year warranty $10,528.00-no warranty Upon motion made by Mr. Lambert, seconded by Ms. Jackson, the Town Council unanimously voted to approve the quote by Team Red Coatings in the amount of$8,164.50 to replace the bathroom floors at the Lebanon Parks and Recreation facility. The vote was as follows: Ms. Jackson, Aye; Mr. Fields, Aye; Mr. Gilmer, Aye; Mr. Leonard, Aye; Mr. Lambert, Aye; Mr. Mr. Shortt advised that Mr. Farmer is getting more quotes for the Playground Covering therefore Mr. Shortt advised concerning the Technology Park sidewalk project, he had been meeting with VDOT by zoom meeting to discuss this project. The engineering firm in charge of the grant feels that the Town' s best option to get funding is to connect to an existing sidewalk. He stated that they have proposed to start at Main Street go past Northrop Grumman, CGI, Crossfit Gym and Positively Gymnastics then cross over at maintenance entrance behind the Government Center to proceed through the wood area then connect to the sidewalk past the Farmers Market. Mr. Gilmer Mr. Shortt advised that he spoke with Matthew Lane with the Lane Group concerning a comprehensive plan and zoning ordinance. Mr. Lane advised the Town to find a group that specializes in zoning ordinances. Mr. Shortt stated his concerns regarding the Town's Zoning Ordinance as Abortion Clinics, Marijuana Dispensaries, etc. apply to come within the Town. Mayor Dodi advised that the Town's comprehensive plan is outdated, and the Town's Zoning Ordinance needs updated. He stated that he would like for Mr. Shortt toj proceed with an RFP Mr. Shortt advised that the Town Employees have been working at the Russell Theater parking area. He stated that the grade work is completed therefore now they are working on the footers. They are. hitting solid: rock now on the footers, but they need to go another thirty inches for the wall according to the plans. Nathan Brown recommended putting gravel in there and putting a Mr. Shortt presented an update regarding Point Broadband expansion. He advised that Point Broadband senior people are still in litigation with Verizon concerning permits on their polls. Mayor Dodi stated that Etters Greenhouse had quoted replacing the dead landscape in front oft the Town Hall and Family Drug. Mr. Gilmer suggested placing a concrete border around the landscaping in front oft the Town Hall by the steps. The Town Council agreed for Ms. Jackson to work with Mr. Shortt to make necessary changes to the types of plants and move forward with Kegley,Aye. he will wait to later to discuss it. stated that he would like to pursue funding for this project. regarding these projects. segmented retaining wall. both projects. ChiefofPolice Report XI. ChiefDeskins presented the monthly Police Report. He advised that the Officers do a walk through the schools at each shift plus at the games. He advised that he and Sergeant Fletcher stacked firewood for a widowed lady in the Town as part ofc community policing. XII. Town Attorney Report Mr. Tiller advised that he had items to discuss in closed session. XIII. Committee Reports Mr. Scott advised Mr. Shortt that the new water rate for the Russell County PSA is due around April. He stated that it needs to be updated based upon last year's numbers. Mr. Gilmer questioned ifthe Lebanon Fire Department remaining budget funds was enough to grant their request to attend the leadership conference. Mr. Shortt advised that the balance stands at around $22,000 plus ChiefMcCoy doesn'ti foresee any large expenses for the rest oft this fiscal year. Upon motion made by Mr. Gilmer, seconded by Mr. Lambert, the Town Council unanimously voted to approve for ChiefJohn Michael McCoy, Captain Jesse Fields, Engineer Lance Campbell, Fireman Chris Dye to attend the Fire Department International Conference for the total cost amount of $2,529.00.
