Recognition Cherie and Janet Fields-Certificate of Appreciation Mayor Dodi read the Donation Appreciation Plaque for Cherie and Janet Fields for their donation of $8,000.00 to help erect al Department of Criminal Justice Services Training Facility for the Lebanon Police Department. Mr. Leonard will deliver the plaque to Cherie and Janet Fields due Upon motion made by Mr. Leonard, seconded by Ms. Jackson, the Town Council unanimously voted to approve the Certificate of Appreciation to Cherie and Janet Fields as presented. Lebanon High School Boys Cross Country Team Mayor Dodi presented certificates to recognize the Lebanon High School Boys Cross Country Team for being the 2023 Virginia High School League Class 2A Boys Cross Country Champion. Public Request Svitlana Boyd Svitlana Boyd stated that after the court hearing in September, she tried to rezone the property on Viers Court from R-1 Single Family District to R-2 General Dwelling District sO she could apply fora a conditional use permit to place aj manufactured home on the property. She stated that at the public hearing five individuals spoke in favor to rezone her property and no one spoke in opposition. Ms. Boyd read the letter dated November 2, 2023, from the Planning Commission decision regarding rezoning of her property on Viers Court. Ms. Boyd questioned why she was not notified concerning the November 2, 2023, Planning Commission meeting plus she would like the recording at the meeting. She stated that by Virginia Law a recording must be provided for every public hearing. She stated that no one has ever given her an answer as to why her property cannot be rezoned. Ms. Boyd presented al letter written by Mr. Leonard several years ago supporting a modular home in the subdivision ofl Homestead. She questioned what was different between that situation and her situation. Mr. Leonard advised that a Modular Home is built to Virginia Uniform Statewide Building Code, but a Manufactured Home is built to HUD code plus the modular home was in violation of Homestead Covenants not Town restrictions. Town Managers Report Mr. Shortt advised that he only had items for closed session unless any Town Council member had any questions regarding any of the Town's projects. Mr. Shortt advised that the Lane Group isv working on the storm drainage issue at the CGI area. XIII. Enter closed session: 6:41 P.M.
