Minutes April 23, 2024 Floyd County Board of Supervisors 1. Called to Order - Chairman Turman called the meeting to order at 6:00 p.m. or thereafter. 2. Opening Prayer - The opening prayer was offered by Supervisor Bechtold. 3. Pledge of Allegiance - Supervisor Kuchenbuch offered the Pledge of Allegiance. 4. Quorum - Dr. Millsaps called the roll. A quorum was found for all Supervisors. 5. Public Hearing 6:00 p.m. a. Road Abandonment of the old Route #646, Copper Hill, Virginia. Ms. Turman, County Planner gave the board an update on the request approved to have the Public Hearing on the Road Abandonment of Old Route #646. b. Public Comment- - Gwendolyn Lucas, Locust Grove. Ms. Lucas requested change and or clarification regarding the requirements of the notifications that need to be sent about the cost implication, what was done and what Onar motion by Supervisor Cox and seconded by Supervisor Kuchenbuch and unanimously carried to approve the abandonment of the discontinued portion of Route # the requirements in the ordinance noted. 646 (Holland Road SE). 6. Approval of Agenda = On a motion by Supervisor Kuchenbuch seconded by Supervisor Boothe and unanimously carried to approve the agenda as amended adding 14 b, Certificate of Appreciation to the Partnership of Floyd for 20 years of service. -1- 7.Approval of Disbursements Ona a motion by Supervisor Boothe seconded by Supervisor Bechtold and unanimously carried to approve the disbursements as presented. 8. Approval of minutes - On a motion by Supervisor Cox, Seconded by Supervisor Boothe and unanimously carried as corrected to approve the minutes of 04/09/2024. 9. Public Hearing 7:00 p.m. - Mr. David Clarke, Resident Engineer, Virginia Department of Transportation a. Six-Year Road Plan Mr. Clarke updated the board on the changes from last year's resolution of the -year road plan. Mr. Clarke discussed Countywide items of various descriptions using construction funds and the opportunity to get more things completed this way. A conversation ensues regarding the following: Route 680 Starbuck Road hard surface unpaved road Route 712 Hope Road-hard surface unpaved road Route 743 Reedsville Road hard surface unpaved road Route 764 Merrifield Road intersection improvement, drainage, and hard surfacing unpaved road b. Public Comment Jim Newell - Burks Forest Mr. Newell asked about Reedsville Road and what is the plan for construction. Mr. Clarke stated that at this time no construction is scheduled, and it is still in the engineering phase. Mr. Newell noted he is thankful to VDOT for the work on Laurel Branch Road. Rob Campbell - Burks Forest Mr. Campbell shared that he is here because the board encouraged him to participate each year to remind them to keep Reedsville on the list. 10. Presentations: Kevin Sowers, Director of Public Safety, and Dustin Thomas ChiefEMS -2- a. EMS transport Zone Map Mr. Sowers updated the board on board on the EMS transport Zone Map. GIS mapping by zoned area. This map will expedite the quickest route for EMS transporting a patient to obtain medical assistance. Mr. Sowers wanted to explain what appears to be some confusion and clarify how transport is designated to which A conversation ensued about the zoning map. The board thanked Mr. Sowers for hospital. the explanation and clarification. 11. Public Comments Cieara Saunders - Floyd CARE - Locust Grove The following was read: handout given at meeting. " Equity work can address anything from gender, class, andlocation-based (such asrural VS. urban) imbalances. FLOYD CARE: Our work focuses on racial equity, and: specificallyi in Floyd County. Ifyoul listen to: some ofthe stories of our community members, it is very clear that equity has not yet reached every corner of Floyd County- This is why we are here. One way we work toward our mission is through celebration and education during two events each year: Juneteenth and National Hispanic Heritage Month. We celebrate ourl local communities while creating ap platform to educate thej publica about thej past and present context in which we: alll live. We believe in celebrating the diversity of our community while honoring the full history of how we all arrived here. This history, and how each of us were and continue to be affected by it, is critical to understanding each other. Racial segregation, discrimination, and slavery are all aj part of Floyd County history, while so is eterminaton.survva, and celebration. We organize oure events to hold both truths. Again, we hope to see you celebrating with us this year. Mara Eve Robbins - Court House District Request a pronoun protocol for county Staff. Ask the board to make this proactive change. Noted that respectful pronouns are suicide prevention. Anne Armistead - Courthouse District Ms. Armistead thanked Supervisor Boothe and Supervisor Kuchenbuch for voting yes to the matching funds of the June Bug Center. Also, discussed the importance of the center and how much of an asset it is to the community. 12. Old Business a. New Board of Supervisor meeting room update. a. County Administrator, Ms. Millsaps, updated the board on all the construction progress and noted all the hard work of Mr. Lowry, Manager of IT Operations. Mr. Lowry updated the board about the security system as well as the camera, TV, and speaker system that will go into the Board room. 13. Closed Session Onam motion by Supervisor Boothe, seconded by Supervisor Bechtold and passed unanimously, the Board voted to move to closed session under S 2.2-3711 A.6. a. $2.2-3711 A.6 Discussion or consideration of the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the governmental unit would be adversely affected. Guillian-Barre Syndrome (GBS) and Chronis Inflammatory Demyelinating Polyneuropathy (CIDP), Proclamation for May designated as awareness month. -5- Onar motion by Supervisor Bechtold, seconded by Supervisor Cox and unanimously approved the Proclamation for May as designated GBS and CIDP awareness month. b. Certificate of Appreciation to the Partnership of Floyd. Onamotion by Supervisor Boothe, seconded by Supervisor Kuchenbuch and unanimously approved the Certificate of Appreciation to the Partnership of Floyd as recognition of 20 years of support to the county. 14.
