Regular Meeting The Ahoskie Town Council met on Tuesday, September 12, 2023 at 6:00 p.m. in the Council Room at the Council members Roy Sharpe, David Hunt, Charles Freeman, and Charles Reynolds were present. Town Officials present were: Town Manager Leigh Etheridge, Town Clerk Jennifer Bracy, and Town Department Heads present were: Finance Officer Patricia Bradley, HR and Payroll Director Susan Doughtie, Police Chief Jimmy Asbell, Public Works Director Stephen Lassiter, Fire Chief Mike Bradley, and Fire Station. Approval of Agenda Councilman Charles Reynolds made a motion to move Item #3 Discussion and Approval of Ordinance No. 2023-2024-6 Ref: Rezoning of 101 N. Mitchell to after the Closed Session. Councilman Sharpe seconded the motion which was passed unanimously. Public Comment (s) Donald Kirkland: He addressed council over his concerns regarding the sidewalk in front oft the American Legion building, revamping No Man's Land, and the dangerous traffic situation at Bearfield Elementary. He implored the Town to send al letter tot the Board of Education to help get the issue escalated. Approval of Consent Agenda Approval of Minutes for August 8, 2023 Regular Meeting Town Manager Leigh Etheridge reviewed the item on the Consent Agenda. Councilman Hunt made a motion to approve the Consent Agenda. Councilman Reynolds seconded the motion which was passed unanimously. Agenda Vote of Resolution No. 2023-2024-2 Ref: Resolution of Retirement for Kathleen "Annette" Williams Town Manager Etheridge informed Council of Annette Williams recent retirement and the proposed Resolution honoring her years of service. Councilman Reynolds made a motion to pass the resolution and Mayor White asked Annette and Police Chief Asbell to come forward for the reading of Resolution No. Councilman Hunt seconded the motion which passed unanimously. Special Presentation and Recognition of Annette Williams Retirement 2023-2024-2. She received the resolution as well as al bouquet off flowers. Briefing on the proposed Downtown Social District Town Manager Etheridge and Attorney Jones reviewed the various paperwork and mapi that was included in Council packets regarding the proposed Downtown Social District. Attorney Jones explained what a social district was and reviewed each proposed Resolution and Ordinance. Councilman Hunt commented on how this will help economic development as well as help grow the Town. Mayor White also commented on how it would help further the mission of revitalizing downtown. Staff Reports Patricia Bradley: She updated Council on the current finances including revenues, the current audit, and the recent payoff of the Ahoskie Recreation Complex loan with Truist. She asked Councilman Sharpe to Mike Bradley: Informed Council that the Fire Department tested and passed their equipment testing. He also informed them of their fire extinguisher training for Roanoke Chowan Community Health Center and their participation in the 9/11 ceremony at Mercy Church. He also stated that the Board of Commissioners Jimmy Asbell: Informed Council that calls have gone down in the last two months due to the saturation controls that were implemented earlier in the summer. He also stated that there were two new hires that Stephen Lassiter: He updated Council on the speedbump and stop sign project that he has been working on since the last meeting. The Council was informed that, to meet notice requirements, the hearing needed to be rescheduled for the last week of September. Council members indicated that the special meeting to hold the public hearing on the application for rezoning of 101 N. Mitchell Street would be on Friday, September 29, 2023 at 9:00 a.m. in Council Chambers. Council member Hunt encouraged all Council members to take an active role in Ahoskie's Fall Fling on Saturday, October 14, 2023.
