Mayor and Council of Federalsburg Regular Monthly Meeting January 6, 2020 @ 6:00 pm The Mayor & Council of Federalsburg held their regular monthly meeting on Monday, January 6, 2020 at 5:00 pm in the Mayor & Council Meeting Room, 118 N Main Street, Federalsburg, Maryland. Those in attendance were Mayor Abner and Councimembers Phillips, Morean, Windsor and Sewell. Also in attendance were Lyndsey Ryan, Town Attorney, staff, citizens and media. CalltoOrder Mayor Abner called the regular monthly meeting to order at 5:11 pm. Request Closed Session Councimember Morean made a motion seconded by Councimember Windsor and unanimously passed by a vote of five to zero to go into closed session at 5:12 pm. Reconvene Mayor Abner reconvened the regular monthly meeting at 6:00 pm. Mayor Abner also announced that a closed session was held from 5:11 pm to 5:51 pm to discuss personnel issues. Prayer of Invocation Pastor Ray Parsons, Park Lane Church of God offered a prayer of invocation for the Town and citizens. Pledge of Allegiance Mayor Abner led the audience in the Pledge of Allegiance. Approval of Previous Month's Minutes Councimember Sewell made a motion seconded by Councimember Phillips and unanimously passed by a vote oft five to zero approving the previous month's minutes as corrected. Announcement of Interim Town Manager Mayor Abner announced that the Mayor and Council have appointed Chief McDermott as interim town Manager. Historical Moment Mr. Bart Johnson had no report this evening. Old Business Old Denton Road RFP Update Lyndsey Ryan Lyndsey Ryan, Town Attorney reported at December meeting the Council discussed and granted permission for her to design RFP for the Old Denton Road Project. Since that time, Mrs. Ryan has confirmed that grant monies received from USDA could be used to cover engineering costs. Due to the timeline and funds already expended for design work by Rauch Inc., the Council agreed to keep moving forward and allow Rauch Inc. to Councilmember Morean made a motion seconded by Councilmember Phillips and unanimously passed by a vote of five to: zero to proceed with Rauch Inc. for design work on the Old Denton Road Water Line Project. continue the design work on this project. New Business Installation of Bus Shelter SRTS Gerardi Avenue Mike McDermott reported on behalf of Steve Dyott, Public Works Director, that the bus shelter that was proposed for Gerardi Avenue would cost approximately $4,000 to complete installation and site preparation. It was agreed by Mr. McDermott and Steve Dyott, that this was not a good collection site for children because of existing bus stops and the funds to cover this expense are not included in the budget. Resolutions The following resolutions addressing amendments to the Town Charter that the Mayor and Council have been discussing for the past month. Lyndsey Ryan, Town Attorney, gave an overview of each Resolution and stated Resolution No. 2019-05-A A resolution of the Mayor and Council amending Section C3-6 oft the Federalsburg Charter to clarify that the Mayor and Council shall meet the first Monday of October following their election. Councimember Morean made a motion seconded by Councimember Sewell and unanimously passed by a Resolution No. 2019-06- A resolution of the Mayor and Council amending Section C4-1 of the Federalsburg Town Charter to clarify that the Mayor, with confirmation by a majority of the Council, may appoint specific town Councilmember Sewell made a motion seconded by Councimember Morean and unanimously passed by a vote oft four to one approving Resolutions 2019-06. Councimember Windsor voted against this motion. Resolution No. 2019-07 -A resolution of the Mayor and Council of Federalsburg amending Section C5-1 of the Federalsburg Town Charter to clarify that the Mayor, with confirmation by a majority of the Council, shall appoint one person to act as Clerk and Treasurer on the first Monday of October at the first regular meeting. that they would need to be advertised fori four consecutive weeks. vote of five to zero approving Resolutions 2019-05. officials on the first Monday of October after a Mayoral Election. Announcement of Mayor and Council Workshop Mayor Abner announced that the January Workshop has been changed to Monday, January 13th at 6 pm, due to the Martin Luther King holiday. Committee Reports Federalsburg Historical Society - Mr. Bart Johnson reported that the Federalsburg Historical Museum is currently closed until April, but they are open by appointment only. Mr. Johnson encouraged residents to view their Facebook and web page. The FHS is currently in the process of updating their 5 year strategic plan and Federalsburg Lions Club - Councilmember Sewell reported that the removal of wreaths will take place the the Maryland Veterans Cemetery at Beulah on February 1st at 8 am. She also reported that the Night at the Races event is currently in the planning process and advised details would be coming soon. Planning & Zoning Commission - Steve Bollinger reported that no meeting was held in December due to hope to collaborate more with the Mayor and Council, and other organizations. lack of a quorum. The Commission will meet again on January 28th at 6 pm. Federalsburg Volunteer Fire Company Nothing at this time. Public Comment(s) -2M Minutes Pastor Ray Parsons stated that there were again problems with the' Waste Management Cardboard Recycling bins located in the municipal parking lot off Morris Avenue. He stated that the cameras at the Church may have caught the people dumping excess debris that isn't permitted. Mayor & Council Action Items getting the dumpsters removed. Councilmember Windsor- Councilmember Windsor asked Chief McDermott to talk to Steve Dyott about Councilmember Sewell - Councilmember Sewell wished everyone a Happy Holiday and stated that Public Works did a great job assisting with the Christmas lights and decorations. Councilmember Phillips - Nothing at this time. Councilmember Morean - Nothing at this time.
